The petition, which was apprO\·ed by the board, outlined that the expense of installing the curb and drainage would be born without special asse ss ment pr.oceedings by the abnting property owners. T_ he expense involved in :naking the improvement falls to the township by virtue of the fact that one-half of the street being improved lies within township territory and under the provisions of law the whole pavement is in stalled and maintained by the town. hip.
