When November 1 arrives the contractors will have consumed 365 working days in connection with the fulfillment of their contract, weather conditions, labor conditions, and other contract specifications being deducted from the program of progress which has b~en laid down by the architect. "\Vhen this building is turned over to Cook county for occupancy on November 1, it will be a m.o del institution for the entire world," declared. County Architect Hall in discussing the finishing of this building. "It was approximately 12 years ago that I began work on the plans for a ~ew county jail and criminal courts butlding for Cook county on the site of the pr.esent county jail and criminal courts. The matter was ·put before the public in the form of a referendum on a bond issue several timt-s and was defeated. Each time this matter was proposed, as county architect, and without charge to the county·, I drafted complete sketiches and estim~tes so that th~" J?Ublic might be informed on the expenditures they would be called upon to make in thir objective. Four times the plan for a ne\)' institution of this kind failed and it was not until A. ]. Cermak became president of the County boaro that the matter was again revived and sue cessfully placed before the citizens of Cook county. Before the final sketches were approved by the Citizens' committee and the County board, 53 preliminary sketches had been made of this building after a thorough study of jail and penitentiary build: ings of the United States. The con ~ tract and estimates on this building were passed upon by a committee of prominent business men and even .t he bids for this structure optned and tabulated and awarded by them, subject, of course, to the approval of the County boar_ d of commissioners. The Citizens' committee and tl)e County board awarded this . contract to the Great La_k~ Construction company · and this company, up to the present time, have had none of the extra expenditures which are usualJy found in the construction of any large project." 1929 Illinois License Plates .Green and White Automobile license plates to be used in Illinois in 1929 will be dark green background with white numerals and border, according to an announcement made by Secretary of State Louis L.
