R, Pershall's conversation wtth you yesterday relative. to the article appearing in the August 10 issue· of the Wilmette Life on the subject of electric light' rates in the Village of Wilm~tte, I desire to give you additional information on this subject in order that your readers may have all of the facts. The ordinance permit under which the company has been furnishing electric service in the Village of Wilmette is for a term of twenty-five years and expires on December 15, 1928. Years ago when this ordinance was granted municipalities occasionally in their desire to have income for village operations incorporated in ordinances a provision that the utility pay into the viilage treasury a percentage of its gross receipts, equivalent generally to lc per kilowatt-hour of a portion of the customers' consumption, within the corporate limits of the municipality. This was done in the case of the Village · of Wilmette electric ordinance expiring on December 15, 1928. The Public Service company in order to comply with the provisions of this ordinance and at the same time not place a burden on its customers in other municipalities established a rate for electric light service with the approval of the Illinois Commerce Commission slightly higher than its standard rates established in all other municipalities where it was not obligated to pay a percentage of its gross income to the municipality. . The net rate effective in the Village of \Vilmette is as follows: lOc net per kilowatt-hour for the initial consumption in any month; Be net per kilowatt-hour for the secondary consumption in any month ; and 6c net per kilowatt-hour for the excess consumption in any month. Whereas, in the other municipalities l referred to the . net rate for electric light service is as follows : 9c· net per kilowatt-hour for the in.itial consumption in any month; Be· net per kilowatt-hour for the sec-' ondary consumption in any month; and 6c net per kilowatt-hour for the excess consumption in any month. The additional charge of lc .· per kilowatt-hour for the initial consumption in any month in the Village of Wilmette properly covers the amount paid by the Public Service Company to the Village of Wilmette.
