68 W I L M E T T E .L I F E November 22, 192Q Cities Better Ruled If Freed From State, Mayor Tells League Expressing helief that cities would have better government if freed from state commi£sions controlling their administration in local affairs, Mayor Charles H. Bartlett of Evanston . ' lddressed the opening session of the state convention of the League of Women Voters at tht' Orrington hotel Monday morning. This organization, he averred, has grown and flourished because of its lively interest in those things which make for better citizenship. Mayor Bartlett as president of the state municipal league, discussed "Free Cities in a Free State." The ninth annual convention of the Illinois League of Women Voters opened at the Orrington Monday morning. Matters disposed of during the first day included. the report of a state membership of 10,000 in sixteen local leagues, with the Cook county organization the largest unit. The , weight that the collective meetings of these leagues aggregates ,..-as commented upon by Miss Edith Rockwood of Evanston, secretary of public affairs in the 5tate organization. Miss Rockwood outlined the legislation on which the league is concentrating this year. The year's $31,000 budget was voted on and accepted Monday. Luncheon and dinner conferences featured the opening ctay and Tuesd.ay. Yesterday was to be devoted to practical demonstrations of the conduct of the. league programs. In the evening Judge Robert H. Day .of the supreme court of Ohio was to make an address on "Ohio's Experience with \Vomen on ] urics." Mrs. J. Hewitt Rosenstiel was to make the president's address. These were to be features of a dinner session. There were also other speakers including Catherine \Vaugh McCulloc~ of Evanston. At 4 in the afternoon · there was to be a new voters' tea at various sorori ty houses on the women's campus at the university.
