Hayes, of Winnetka pres ident of the Chicago Motor Club. "In few places today is there such a crying need for the application of the golden rule as on the crowded highways," declared Mr. Hayes. "If every car owner obeyed this rule, the unreasonably slow motorist who is responsible for many traffic jams would be no more; the reckless driver who cuts in and out of a line of cars and may, speaking generally, be charged with many serious accidents, likewise would be eliminated. Psychologists agree that the driver in an irritable frame of mind is far more likely to have an accident than · the one who is cool and tolerant. But it will be some time yet before our highway system will be adequate for the traffic of the present and futur e.
