On JuIy 30,1931, The Evanston Review in the following editorial told t/w type of, man needed to represent i n Con gress the new l3th District, which since the voiding'of'the Re-apportion ment A ct is now, a Part of the. lOt/z District: The' Right Man, for the l3th Aspecial obligation to themýelv.es:and to the nation wilI within a year rest upon voters of the: new Tbirteenth Congressional district.. They must elect their first. representative to Congress. And if they do justice to this district, their representative must be a, man of especially 'high character Who will have the. ability and the qualifications for playing a dominant part in the nation's affairs. First of à11 the candidate should be a man of education,.backgroôund, proved abilIity -ofa bigh order,. and preferably of some experience in busi- ness,' professional, or public life. He sbould be, independent in tbought, fearless and free from-alliance with machine. politics. We are not looking, for a politician in the cheap sense of the word. The candidate should be young, as years are> counted in politics. Fer the Thirteenth should ex- pect to send bim. to Wasbington again and again until be bas opportunity to grow up with the job and become a power in national affairs. It is perhaps regrettable that the next require- ment is -important, but it must not be overlooked. Tbe candidate sbould preferably be a man of inde- pendent means wbo is willing to devote himself to the, publie cause. to.make national leadership PRIMARIES Now, on Marck 10, 1932, after careful analysis of ail candidates for Con gress in. the JOtk District (of' whick the Pro posed, 131z s owa part). The EvanstnReviewv endorses Ralph E. Chu rck in- the following editorial: Ralph E. Church for Con gress-1. The caxidida.cy, of RaiPh E. Church for Repub- lican -nomination as congressman .f rom theTenàth district presents an unusual oppruiytth voer.It1 the opportunity to place a man o known integrity and proved independente and ability in a publie position of high responsibilitY. 1Evanston voters, and others in this legisiative district. are familiar with bis qualifications and realize that b iis election wiIl reflect creçlit upon them. Evanston bas neyer in recent years been represented in Congress by one of -its own rosi- dents. If Mr. Cbuirch's candidacy is succesoful, flot only will this city be represented, but, what'is more important, that representative will be one of the highest types of its citizens. Votera ini the retnaiinder of the Tenth district, if they will_study the record which Mr. Church bas so consistently written at Springfield, van bardly fail to give him the same support which is. assured him by his fellow townsmen. For sixteen* years Mr. Church bas been an iim- portant and influential.,memnber o0f the state logis- lature, -and yet after eigbt consecutive terms in office he is in no sense a politician in the common meaning of the term. .129 1932 His'Name Is Last on the Ballo't for Congress,
