Among the announced aims of the association was the proposai to "put a stop to the practice of the County collector witholding 50 cents (un- authorized) as costs for every delin- quent special'assessment item." In his decree, entered September 12, 1934, Judge Trude comfirmed the finding of the Master in Chancery. The court ordered-the County collec& tor to account to the Vilage of Broadview for the fifty cent items withheld during the past five years, an amount totaling $11,500. "This decision supports our conten- tion that the practice of the County collector in withholding this 50 cents should be stopped," asserts Thomas A. Matthews, executive secretary of t!- association, "and indicates that an accountinq should be had for the amounts detained in the past." The fifty cent item arnounts to a considerable sum in many villages in the county. In the case of W'ilmette $18,063.50 bas been so retained during the past four years, and in Glencoe, a total of $2,499.50. In Winnetka the practice since 1931 bas been te pur- chase at the tax sale, receiving tax certificates, thereby avoiding the withdrawal of forfeiture fee. For 1931, to which this procedure did not apply, the county collector withheld $407.50. RETURNING FROM RUSSIA-.
