Hayes, president of the Chicago Motor Club, "but it has by no means been proved that testâ€" ing a man‘s intelligence will give us a measure of his driving ability. In? the first place it is doubtful ~that‘ native intelligence can be accurately tested by the methods in vogne;todsy.‘ The questions‘ are not shaped so as| to be a test of character, nor can | emotional ‘reactions ‘be tested in thei cursory examinations proposed. May Be Emotional I "A driver may rate extremel hizhi intellectually, but he may hlie an infantile emotional nature. Psycholo-i gists know that this is true. There: are thousands of persons of high inâ€" telligence, who have the: emotional reactions of a child of eight years« What will those persons do when conâ€" fronted with an unusual traffic situâ€" ation? If the element of fear is as strong and as uncontrolled in those | adults as it was when they were chilâ€" dren, disastrous results may be exâ€" ‘ pected. "In the next place the most intelliâ€" gent drivers do not of necessity make the best drivers.. Among this class will be found numerous brain workâ€" ers, who, because of their intelligence | and the nature of their work, may{ lapse into absentâ€"minded periods.{, During these periods the driving of | these persons will not be up to the | standard of the less infelligent driver.! "Business and home worries, inasâ€"| much as they :‘ affect the emotional | nature of drivers, will no doubt be; found to have a decided influence up-'i on accidents, and there is no way to test this condition. ; +0 f Worries Influence | | "Physioclogical chemists have £onnd; that the thryoid and pituary glands i play an important part in human reâ€" actions, and the chemical products | thrown into the blood stream by those | glands, acting under theâ€" influence of | worry or excitement, circulate a poiâ€" | son that most assuredly must affect | the driving of a worried or harrassed . person. In this connection must be \ mentioned the far more deteriorating | effect of what are commonly known | as ‘fatigue poisons‘ which are of far | greater significance than the secreâ€" | tions of the soâ€"called ductless glands. "It is well recognized in advanced indpstrial circles that ‘emotions ‘ are contagious and that pleasant surâ€" roundings . and ecmpanions tend to make the worker more efficient and less liable ‘to meet with accidents. Pleasant Conditions "This principle should be recoc-l nized by our. highway accident und; prevention workers, and if it were employed diminuation in the mxmber‘ of accidents would be forthcoming. "Greater thought given to the proâ€" moting of pleasant conditions for driâ€" vers, would in my opinion, result more good than the time and thought, ‘bgiven to devising intelligence tosts. ‘ _ "Social pgychologists might well | devote their talents to this problem. ' We cannot hope to eliminate business | or home worries, but we can eliminâ€" E ate many of the driving worries that | now ‘exist. Better lighted streets, the | paving of streets now unused in order |\ to open new traffic lanes, the coâ€"opâ€" | eration of law enforcing bodies and | greater care on,the part of all drivers | and ‘pedestrians, will accomplish this | end. * "Where streets are wide and wellâ€" paved, where the lighting is good, where there is little or no danger of meeting the thoug}xtless jaywalker, AEERRRRE® t Pn and where traffic is ‘directed by courâ€" teous and intelligent policemen, &A mental condition or atmosphere arises which is certain to promote careful driving. + "This phase of accident prevention | work opens a new field of endeavor for the psychologist more certain to bring immediate results than that in which the devising of intelligence tests bears the important role. "The purpose of mental tests is to measure an individual‘s reaction in complex situations. In the laboraâ€" tory test a driver may react slowly and be classed low. In actual practice the slow thinker adapts hisâ€" driving to his mental equipment. It is very frequently the good driver, the one who would rate high in the test, who confident of his ability to get out of tight places, misjudges the speed of oncoming vehicles, and his own abilâ€" ity to handle his car, with disastrous results. . & > 4 _ "In New York where the state law provides for an examination of drivâ€" ers, the authorities have found that it ‘\is safe to give licenses to many drivâ€" ers burdened with physical disabilities who are: able to adjust‘ themselves to conditions so as to become ‘as expert as the physically perfect, it should be equally true that the slow thinker can adjust himself to conâ€" ditions "The phlegmatic person does not reâ€" wct quickly, but he does not get himâ€" gelf into situations where quick acâ€" tion is so necessary. It.is a debatâ€" able question whether the quickâ€"thinkâ€" Does Noet React Quick!s t beg In its decision the Illinois group, 8 UPâ€" | presifded over by Col. Frank L. Most motorists with years of driving experience would be inclined to favor the latter class. ing driver is a better hazard than the "Dr. William O. Krohn, chief alien~ ist on the staff of the state‘s attorney of Cookâ€".county, who will be rememâ€" bered for his testimony in a number â€"£ prominent â€" cases, recently chief among them being that of the Loebâ€" Leopold murder trial and the trial of the Drake bandits; says: > "‘Anything in the present system of intelligence tests so far advanced would be of. no particular value in ascertaining whe(ger a given ‘person. is a safe or an unsafé man to trust upon the highways of the city or state with a highâ€"powered automobile. ‘There exists today theâ€"same differâ€" ‘ence between ‘the laboratory psyâ€" ‘chologists‘ test, and a practical test as applied to automobile drivers, as hasalways existed between mere theâ€" ory on one hand and practice on the other. NORTHWESTERN TO . DEFY STATE BOARD Plans to Raise Rates Despite â€" Position of ~Commerce Despite the refusal of the TIllinois: Contmerce Commission to uphold the 20 per cent increase in suburban fares granted ,the Chicago & North Westâ€" ern Tailroad by the Interstate Comâ€" merce Commission Monday, repreâ€" sentatives of the carrier announced last week that they were preparing to collect the new rates. ~ 3 "On or before November 28," Atâ€" torney R. H. Van Doren for the road said, "we will post notices listing: the new rates. On that date we will begin to collect them. m © "In our opinion the ruling of the Tllinoisg body will not make any difâ€" ference. The courts have held that the insterstate body supersedes the state. . If there is any further action it will have to be taken by the Illinois Commerce Commission." _ _ > SHERIFF AHLSTROM ‘ «GIVEN CLEAR BILL Sheriff Ed Ahistrom, who had been accused of allowing John Torrio, beer baron, who served a jail sentence in Waukegan, special privileges had‘ the satisfaction of seeing the entire inâ€" vestigation dropped | last week by Judge Adam C. Cliffe in‘ the federal courts in Chicago. | Special Agent Converse had testiâ€" fied that he had seen Ahistrom and Torrio leave the jail* one night last apring. _ He was exceedingly vague un details, and after his testimony the case was continued until today, â€" The sheriff admitted that on ‘the night Converse spoke about , that he had jeft the jail, and that he had a man with him. The man was Constaâ€" ble "Spot" Petitclair, who went with him to Lindenhurst farms to arrest Sebastian Gotter, accused of beating his wife., . Petitclair took the stand and corfoborated the sheriff‘s story, as did Justice Harry Hoyt, and emâ€" ployes from the Lindenhurst farm. The entire matter was tossed out of court by Judge Cliffe. : THE HIGHLAND PARK PRESS, HIGHLAND PARK, ILLINOIS Public notice is hereby given that the Board of Local Improvements of the City of Highland Park, County of Lake and State of Illinois, has filed in the County Court of Lake County, Illinois, a certificate that the followâ€" ing improvement has been completed, and that it conforms substantially to the requirements of the original ordiâ€" nance for the ‘construction of© the same, toâ€"wit: For the construction of a reinforced concrete pavement imâ€" provement in ‘Ravinia Court.
