The Chicago Motor club will introduce a bill in the legislature requiring liâ€" censes and providing for the suspenâ€" sion or revocation of licenses on the commission of stated offenses. It will oppose, however, any bill providing for a physical and mental test of drivers. Not Spent in County Lastly, proponents of the gas tax project, the conference declared, were not familiar with the legislation they were urging. Many persons favoring such a tax are doing so under the imâ€" pression that the tax will be spent in the counties where it was collectâ€" ed. The motor club efficials expect no such bill to be favored by the state. The idea is to have the tax returned to the state treasury where it will form a new fund which can be dispensed as the bond issue funds have been portioned out. Gas Tax Unnecessary In the first place, the conference announced, the gas tax is unnecesâ€" sary. The funds now on hand are enough to build roads for the next five years. Within the past eight years, the $60,000,000 highway bond issue has been consumed and $29,000,â€" 000 of the $100,000,000 . bond issue used up, a total of $89,000,000. This leaves $71,000,000 of the latter issue still available, and federal aid at the rate of about $4,000,000 a year. The officials figured out that if $89,000,000 was adequate for eight years, the $71,000,000 plus federal aid should be sufficient to cover five years‘ road building requirements. . Secondly, it was pointed out that Illinois motor clubs had supported Smail‘s $100,000,000 bond issue on the sepecific understanding that no other taxes would be levied on the motorâ€" ist. The conference was held under the auspices of the Association of Illiâ€" nois Automobile club officials. Presâ€" ent were Charles M. Hayes, presiâ€" dent of the Chicago Motor club; Sidâ€" ney S. Gorham, chairman of the club‘s legislative committee; Hubert Mills, secretary of the Decatur Moâ€" tor club; W. F. Gibbs, secretary of the Quincy Motor club; Earl Rice, secretary of the Springfield Automoâ€" bile club; Edward McCune, secretary of the Mississippi Motor club at Rock Island, and between thirty and forty branch managers of the Chicaâ€" go Motor club. PHONE HIGHLAND PARK 2000 Ni Reqnie uie sA We ons Four reasons why the automotive excise tax should be repealed were succinctly cited in a statement from the Chicago Motor club. They are: First, as a matter of justice to car owners; second, because it is a tax that has been removed already from every other manufactured article save oneâ€"pistols; third, because it is a tax upon individual transportation; fourth, because as a peaceâ€"time prinâ€" ciple of taxation, it is unsound.
