The investment in the water department including pumps and tanks without considering the cost of reading and maintaining and installing meters, all of which Weber takes care of, as well, is over $25,000.00. Mr. Weber has been specially prepared for this work taking a courseâ€"of instruction from the manufacturers of these items so as to know how to handle them correctly. When he was appointed to this position"the outstanding accounts collectable The Chief of Police is being paid $210.00 per month.â€" His assistant is being paid $185.00 a month. Out. of this they have to buy and maintain a motorcycle or automobile.. They pay for their own gasoline, oil and storage. They not only do police work, but they are detailed on other work as well, even so far as cleaning the streets and cleaning out sewers or anything else which is necessary. Their hours are unlimâ€" ited, but they are forced to work at least from eight to ten hours a day, every â€"day. > se x saris & â€" The Village Clerk, Alvin Knaak, was paid for his collection services, last year, $2,677.00 net. His average yearly earnâ€" ings for the past four years were $2,700.00. The fixed rate of 2% is fixed by the special assessment law. The law disâ€" tinctlyâ€"states that it is not possible or permissible to divert anyspecialâ€"assessmentâ€"moneysâ€"from one fund to another:. These payments to Mr. Knaak are made on that baw are not.taken out. of the generalâ€"taxâ€"fund, at all; but > ~the special assessmentâ€"funds. In other words, if you are payâ€" ing on â€"Roll No. 22, and your assessment isâ€"spread.over a ten year period, you are paying 2% per year for the necessary amount it costs to.collect this by law. If Mr. Knaak does ‘not make this collection because it may be. delinquent or beâ€" cause it is paid at the office of the County Treasurer in Wauâ€" 'geglan, ‘then the County Treasurer in Waukegan gets the 2% y law. s ; : § $ : Up to date, Mr. Knaak has about sixty special assessment rolls to look after. His total duties in reference to the speâ€" cial assessment accounts alone amount to 22,000 individual accounts.
