James M. Beck, former Republican member of Congress and solicitor general of the United States said: "The‘comâ€" ing struggle will be a vital one beâ€" tween two theories of government, the one represented by the Constiâ€" tution of the United States and the other that ‘of a totalitarian‘ socialâ€" istic state, in which practically, if not theoretically, governmental power is concentrated in one man. The one contemplates a wide distriâ€" bution‘of power, by which the poliâ€" cies of the nation are determined by the composite intelligence of the American people as represented by the Congréess. The other, the suâ€" premacy of the executive\ and his practical assumption of both legisâ€" lative and executive powers." Chicago, Nov. 2â€"Local elections in the various States have furnished the occasion for public bombardâ€" ments in the press and over the radio in behalf of the New Deal and in opposition to it. National figures have grasped ‘this .opporâ€" tunity to present their respective views to the public. While naâ€" tional elections are a year away, and .1 suppose it cannot be said that ‘the campaign officially begins until each party has held its conâ€" vention," selected its leader and drawn up its platform, the intense local campaign of last week indiâ€" cates whatâ€"is likely to be the is sues in the, Presidential election. It is evident that the battle will be waged on many fronts, but judg«â€" ing from political discussions of the past week or so, I am inclined to beâ€" lieve that the two major issues will be expressed in terms of the Conâ€" stitution of the United States and of the federal budget. The one can be said to be in the field of politiâ€" cal science and government, and the other can be said to be in the field of economics. There is no hard and fast line of demarcation, but under these two general headings can be listed the great number of questions relating: to farming, inâ€" dustry, employment, relief . and the broad scope of other matters covâ€" ered by New Deal legislation. Tt ts a hegdlithy condition to ve the American people thinking in terms of gavernmental principles in preâ€" ferenge to the sectional or partisan advantages of the immedifltg-pres- ent. democracy can survive only so long as the people vigorously and jealously defend the principles upon which it is founded, and it will be our all important decision as to whether under the New Deal such principles have been discarded, abâ€" rogated or cireumvented. That may be a bitter issue. j Th@ other possible major issue of. the nlational campaign is over the question of â€" the federal budget. Somehow it must be made clear to the people that the Federal Treasâ€" ury is not a bottomless vat from which funds can be poured out without end, and it behooves us to emphasize the relationship which existg between the fiscal policies of the Federal Government and busiâ€" ness conditions throughout the naâ€" tion.: By piling up huge. deficits fears for the future solvency of the Government »are . created, with a conséquent deterrent to business reâ€" vival The threat of increased taxâ€" ation or inflation by the existence of a mounting deficit obstructs the flow of capital in productive chanâ€" nels. Vague appeals by the Presiâ€" dent to employers to absorb the unâ€" empl&yed will accomplish littlé but rathér he must pursue a sound fisâ€" cal policy so as to bring about a feeling of confidence. â€" Fears: for futu%e solvency, the threat of inâ€" creaged taxes or inflation, will have to be removed and there is no betâ€" ter Snethod to accomplish that end than by setting the financial house of the Federal Government in order aAnd | definitely demonstrating the abandonment of a spending proâ€" gram. ? Rey. E. C. In substanâ€" tiation emphasis will be placed upon those 'mq‘a’;um which the Supreme has declared unconstitutional and those activities of the New Deal which seem to embody the philosâ€" ophy ‘of |state socialism, with conâ€" sidergble, attention being given to the: rances and, writings of Dr. Rexford G.
