Burton Holmes in Travelogue Series on South America Burton Holmes returns to Orchesâ€" tra Hall on Feb. 16â€"18â€"19 to open his series of five travelogues with an all new production, "A Motor Tour in Brightest South Africa." With his +car and cameras Mr. Holmes went to South Africa last summer to conquer for his screen a new world of wonders, a white man‘s Africa. Never before has South Africa been presented in Travelogue. Stories of dangerous and scientific exploration have held the lecture stage for many years. The wild animals and the black naâ€" tives have been pictured frequently. But the white man‘s splendid cities and the amazing works of the Emâ€" pire Builders, who have civilized a continental wilderness have never before been shown. In proâ€" posing the resolution the Senator has no doubt been actuated by a sincere desire to further the merit system in the government. We do not want to believe otherwise. We have no reason to believe otherwise. The stated purpose of the proâ€" posed investigation is not to attack and publicly discredit the civil servâ€" ice system as such but rather to find ways and means by which it can be improved. Such practices of "personal politics" enable unqualiâ€" fied people to occupy responsible poâ€" sitions and destroy the morale of the civil service employees who conâ€" scientiously seek through merit a career in the Federal Government. It is an evil which should be exâ€" posed and promptly corrected. â€" But "bureaucratic czars" jand *personal politics" are not the only enemies of effective . gowernment and a real merit system. Their parâ€" ticular practices are not the only evils which should be exposed to public opinion. It can be justly said that members of Congress themselves and "party politics" conâ€" H. T. While professing to be in favor of the establishment of «@ modern career service based on merit for the government, subtle strategy has been repeatedly emâ€" ployed whereby the administration can make it appear that it is fulâ€" filling its platform promise to the people and at the same time conâ€" tinue the "spoils and patronage system." It would no doubt help the cause of the merit system if these practices could also be exposed to the light of public opinion. Space precludes an explanation of all the tricks (and there are many) that have been employed. It will suffice to indicate one of the favorites. in this political practice of artful dodging. Let us take for an example the Social Security Law which estabâ€" lished a new agency in the governâ€" ment.
