Of Scouts Rates High In Activity The National Council, Boy Scouts of America, has just issued their figures comparing each of the 534 Councils of the nation with all othâ€" er Councils in what is known as the "Index of Accomplishment." This measuring rod describes the status as of December 31, 19837. The different items of this Index when put together, fairly accurateâ€" ly describes the status of the Counâ€" cil in most of the important phases of its work. The highest index possible is 100. The interpretation of the above is that of 584 Councils in the U.S.A. there are only 2 per cent or 11 of them who had as of Dec. 81, 1937, more Scouts per population than the North Shore Area Council; that only 2 per cent or 11 Councils did a better job of holding and reregâ€" istering their Scouts than the North Shore Area Council; that only 4 per cent or 22 Councils were more effiâ€" cient in recruiting or enrolling Scouts during the year than the North Shore Area Council and that only 1 per cent or 6 Councils of 534 have a higher membership of both Cubs and Scouts per population than this local Council.
