Unable to furnish bond, the two men were placed in the county jail. Richard W. Vandergriff, 25, and Elmo Haywood, 27, were seized Satâ€" urday night in My Favorite Inn. Highwood, where they were atâ€" tempting to sell at $40 overcoat beâ€" longing to Angelo Santi, 429 Oakâ€" wood avenue, which they had taken from a radiator in the Lido tavern. Santi and two companions grabbed the thieves and turned them over to Highwood police who were on duty near the tavern. Commissioner Sharp recommended that a preliminary survey be made by the water department to find ways and means of improving water pressure in the southeast part of the city during summer months and report the cost thereof to the counâ€" cil. He also suggested that the City Engineer make a survey on paving Green Bay road south of Central avenue. The City Clerk announced that easements in the Driscoll Court water main extension petition had been granted by property owners inâ€" volved and recommended that perâ€" mission for the extension be granted. The council so voted. Commissioner Swanson said that inasmuch as many of the local citiâ€" zenry were failing to cooperate with the city in the removal of hedges and other obstructions which added to motoring hazards, his department was going to take the matter in its own hands and do it itself. In his report, the mayor anâ€" nounced the appointment of James D. Berube and Earl Lemkinen to the Police Department to fill the vacanâ€" cies left by the resignation of Thomas Rafferty and the retirement of Dennis Driscoll. The mayor paid tribute to the latter two men and said their work provided excellent examples for the younger men on the force to follow. In regard to the appointments of Berube and Lemkinen, Mayor Ronan stated that these two men stood highest on the civil service list and would be placed on probation for a six months peâ€" riod following which time they would be permanently added to the force if their work came up to the Police Department‘s standards.
