Our defense plans call for an army that can be dispatched quickly to any threatened area, but how will this army reach its destination? More than 100,000 miles of the nation‘s primary roads are rated as obsolete. "While the nation is rushing pellâ€" mell to arms, an important defense factor is being overlookedâ€"obsoâ€" Stresses Need For Improved Highways For Military Uses ‘"It is not only a question of getâ€" ting troops into specified areas. Supâ€" plies, the lifeline of any army, must be moved with equal rapidity. Imâ€" proved, modernized highways are the only solution." e Soper, in referring to the highâ€" way situation in Illinois, stated that diversions of highway user taxes takes some six million dollars away from state road construction each year. â€" "There is nothing we can do about this diversion for it‘s a law, but we can be alert to prevent any furâ€" ther diversions. When gasoline tax and license laws were passed the state promised motorists that all of these funds would be used for highways. Engineers know how to build fast, safe highways which will stand up under the wear and tear of modern travel and mechanized military machines. Ways will be found to finance such construction when motorists awake to the fact that good roads belong to them and not to the state and then make their demands heard in Springfield and Washington.‘ Soper concluded his address with a discussion of highway plans for the entire Chicago area with emâ€" phasis on Highland Park and the ‘9 rates, state and local taxes (1f 35 any), optional equipment and tor the Businass Coupe 4cessortesâ€"extra.
