Highland Parker Graduates from N. U. Naval R. 0. T. C. Unit Rear Admiral John Downes, comâ€" mandant of the 9th Naval district, awarded the commissions to the new officers who will join in active service the 335 men who have graduated from the unit since it was established in 1926.
