IMMACULATE CONCEPTION CHURCH ed beyond normal responsibility during World War II," Rear Adâ€" mira; H. G. Taylor has awarded navy citation to the employees of Public Service Company of Northâ€" ernâ€"Illinois:â€"â€"Britton ~ L. ~Budd is president of the company. outstanding performance renderâ€" "The award was made," Admiâ€" ral Taylor said, in recognition of the speed and efficiency with which the company met all warâ€" time demands for electricity and gas, of the service beyond normal responsibility it supplied to the naâ€" val installations and war producâ€" tion industries, and of its leaderâ€" ship in the conservation of manâ€" power, fuel, and critical materials, and the promotion of war: bond sales and recruiting." { Spring is here and with it kite flying season, that splendid all [mund sport, from the moment of planning construction to the time the kite is pulled down from its flight to be put away for another day. In these modern days kite flying also has its dangers, warned Judge John P." McGoorty, acting‘ chairman of the Chicago Recreaâ€" tion commission, today. Addressing himself to all teachâ€" ers and parents, Judge McGoorty said that because these dangers were not so wideâ€"spread in the past that parents too often do not warn their youngsters concerning them. He asked that all children be cauâ€" tioned to observe the following safety rules: Never fly a kite in the streets that may be used for traffic. Do not cross highways or streets while flying a kite. ~Use only cotton cord for kite string. Remember that wet cotâ€" ton cord is a conductor of elecâ€" tricity. s Don‘t use a kite â€"with metal ribs. £ee Don‘t fly a kite near power, trolley or telephone ‘wires, transâ€" mission towers, or over radio aeriâ€" als. % Two bills are now being formuâ€" lated in the Senate for domestic control â€" 8. 1717, the McMahon Bill and 8. 1557, the Ball Bill The main differences are (1) In the form of control. _ ‘The McMahon bill sets up a 5 man commission, all civilians, appointed by the presiâ€" dent. ‘The Ball bill sets up a 9 man commission, 5 cabinet memâ€"â€" bers, 4 part time public members, 2 of which could be military; (2) Government is the producer of atomic energy while allowing priâ€" Precautions Advised In Kite Flying Never use wire or metal tinsel for kite string. ; Don‘t let your kite get away from you. Serious injury to yourâ€" self and extensive damage to propâ€" erty may follow. _ . Shall we continue to make atomâ€" is bombs? Shall we try to develop the peaceâ€"time applications of atâ€" omic energy? . Shall we allow priâ€" vate industry to own the raw maâ€" terials? Shall there be free exâ€" change of scientific ideas or shall government control them? The only secret we now possess over other nations is that of the inâ€" dustrial process by which we manâ€" ufactured atomic bombs. Never attempt to climb poles to release a kite entangled in wires or try to releage it by throwing stones at it. Better to lose a kite than to risk a broken leg,â€"damage to nearby property, or even your own life. These questions are hanging fire while the United States still makes bombs, atomic scientists are limited in what they say, and "fedâ€" eral atomic #ities" of 15 to 50,â€" 000 people are still under direct military control. * It is believed by many that if a policy of free exchange of scienâ€" tists and scientific information were established, part of Qo battle for international control would be won, since it would be very diffiâ€" cult to conceal the existence of work in this field from other sciâ€" entists, The World‘s Headache Atomic Energy Several scientists say emphaticâ€" ally, that if it should be necessary to outlaw industrial use in order to assure the outlawing of military use, they would unbdfifinfly abondon industrial development with all its possible benefits. Othâ€" ers argue that industrial applicaâ€" tions should be developed at the earliest possible moment. The scientists and most everyone ‘"in the know" are unanimous in their opinion that effective interâ€" national control is necessary to prevent:a disastrous atomic armaâ€" ments race. The atom bomb is the cheapest method of mass destruction yet inâ€" vented. Scientists hold gut no hope ofâ€" an effective . defense against it. T HE P R ESS suthorize production or allocation of source material Both provide free exchange of time uses, and .provides that mili~ tary research shall hot be conductâ€" ed if contrary ~to international agreement. _ It also provides that the commission have custody of all weapons, and that they be producâ€" ed only with the approval of the president. o Whela Internationally, _ the . United States, Britain and Russia have reached an agreement calling for an Atomic Energy commission. This commission is directed to make specific proposals: (a) For extending between all nations the exchange of basic scientific inforâ€" mation for peaceful ends, (b) For controlling atomic energy to the extent necessary to ensure its use only for peaceful purposes, (c) ’For effective safeguards by way of inspection and other means to protect complying states against the hazards of violations and evasâ€" ions. ‘The commission, itself, will be made up of one representative from each state which has a seat bill, private ownership of fissionâ€" able materials is allowed in the Ball bill, and the commission must McMahon bill emphasizes peaceâ€" da when that state is not a memâ€" ber of the Security council. vate enterprise ownership of source material, in the McMahon on the Security council, and Canaâ€" The basic problem"remains that of improving international relaâ€" tions to the point that wars are no longer possible: otherwise an atâ€" tempt to control atomic weapons will be futile. Therefore, while it is necessary for citizens to give careful attention to the developâ€" ment of an atomic energy policy, it is equally necessary that we be aware that this is only part of the total picture. We must work with all our energy to insure the sucâ€" cess of the‘ United Nations in acâ€" complishing its total purpose.
