Mr. Chairman and Gentlemen of the Board of Supervisors: Your committee on Relief of Blind Would beg leave to submit the following report on the matters before them: That the appropriation heretofore made for the relief of blind pers0ns was exhausted on the first day of July, A. D. 1920. We would therefore recommend that the sum of one hundred fifty dollars ($150.00), payable quarterly, commencing July 1st, A. D. 1920, and payable October 1st, A. D. 1920, January 1st, A D. 1921, April 1st, A. D. 192\, and July 1st, A. D. 1921, be appropriated for each of the following named persons, under the Statute, to-wit: Geoi^e D. S. Sweet of Spring Grove. Illinois, over the settlement of a bill for labor and the use of a pump, in the sujn of $62.50, your committee recommended that this said sum be held back from the final amount due said contractor, pendfng an agreement of the parties to the controversey. WHEREAS during the past sixteen years Theodore Hamer has been Circuit Clerk of this county, and Whereas, during all of those years the members of this Board of Supervisors have been privileged to solicit his aid and advice, which at all times has been sound and dependable, and Whereas the said Theodore Hamer has been at all times honorable, faithful obliging and competent in his duties, and Whereas, he has decided to leave public office and assume the duties of private business. Total value of completed work and material furnished $1,086 00 Raid estimate being approved by the County Superintendent of Highways, we therefore instructed the County Clerk to draw an order on McHenry county in favor of Contractor, Button Brothers of Hebron, Illinois, for the sum of $1389.75. Your committee again met at the site of said bridge, with the highway commissioner of said town and the County Superintendent of Highways on the 15th day of November, 1920. and found that said bridge was completed substantially in accordance with the plans, specifications and contract, and finally accepted said bridge. The contract price for said bridge was $2,060.00 Less amount of previous payment 1,389.76 Leaving a balance on contract of - $ 660.26 Less 10 per cent of contract ~ T" 206.00 The motion to adopt was duly seconded and the resolution adopted. Supervisor Ward stated that the Harvard Poultry association proposed to give an exhibition in the near future, and that as he understood it this was the only association in the county giving an exhibition this year: that it had been the policy of this board to encourage the poultry industry by appropriating the sum of $100.00 annually to such price retained Amount allowable for partial estimate $ 455.26 The above amount of $465 25 having been approved by the County Superintendent of HichWrays. your committee instructed the County Clerk to draw an order on McBsaify county for the sum of four hvuMfSa fifty-five dollars and twenty-five cents, in favor of Button Brothers of Hebron. Illinois. At said meeting Button Brothers filed a bill with yO«T committee, which is hereto attached, for the difference in the cost of the steel and cement, used on said bridge, between the price of these commodities, at the time of the letting of said contract October 4, 1919, and at the time said bridge was built, and asked the committee to recommend payment of this amount $205.69 as an extra over and above the contract price. In view of the ral*e In price of the cement and steel, and from the fact that it was impossible for the contractor to secure the materials after the letting of the contract in time to complete the bridge during the fall of 1919 and alpo in view of the fact that the bid of Button Brothers was $700.00 lower than the next lowest bid received for said bridge, your committee believes that there is merit in the said claim for the sum of $205.69 and would recommend, subject to the approval of this honorable board, the payment of the sum of two hundred five dollars and sixty nin* cents to said Button brothers as an extra, together with the sum of two hundred five dollars <$205.b0v new due on said contract All of which is respectfully submitted.
