Three years ago the administration adopted such a course toward Moxieo that only the helpless condition of that country pre­ vented a war. The change is at once creditable to the United States and gratifying to good citizens of both countries. There was a report here this morn­ ing that correspondence had passed between . delegates from different Southern States with a view to united support of Gen. Hancock. There was trouble in the settlement, and Courtuey got tho worst of the bargain. When Ute (ft,- OQO'prise was put up for the match on the Potomac River, llaulairs friends proposed another hippodrome to Court­ ney. He refused except on certain conditions. He demanded that tlie old match should be settled for and that he should be allowed to win the'mstch, taking half the money and a percen­ tage of the pools. This was finally agreed to,* and Courtney was given $4,000. Haitian came to Wasliin^t^u and went Into training at the Aualostan Boat Club. He developed finely and it was reported that Courtney was in bad form. Then Hanlan scut word that if Courtney won the race be must row for it. Courtney was completely de­ moralized at this sudden:turu of aflairs but a few days before a race that he was not prepared for on the supposi­ tion that he was to win it anyway, and the result was a ceiupleto uorvous prostration and his failure and subse­ quent sickness.
