I am sorry, gentlemen, that ignorance of the intended examination or an erroneous idea of cconomy has caused your action. Whatever may have been your motive you have injured tlie en terprise. That money will be needed for use in February. Now it must be secured elsewhere or tlie work must tie abandoned. •, Surely the people of McHenry Co. can well afford to expend ton dollars In the manner proposed. The teachers of McHenry County are making a systematic effort to improve the schoofjs. Much has already been accomplished under the guidance of tlie lamented S. D. Baldwin. Let the good werk go so. We urge upon the people *lie necessity of sustaining us In our work. There is necessarily some expense (and much werk for teachers) attached to such an enterpriso. Let the people of each district see that their school Ankes pan In the examina tion, and we shall soon see good fruits from the seed thus sown. We believe that the people wish for better schools, and that any partiiiionl- ous proceeding of the Board of Super visors does not represent the will of tliO people. Yours Truly, Af.KX. But there are two sides to every question, and In so IIUT por' taut a matter as s;i i ldling the county with a great Itonded «iebt, i t 'vould s>rike »uie t int the honorable board should have investigated both those sioes and not rush the thing through iu the apparent haste that it . did. If an alins-ltMiisp for our pauper* and Insane is to he bullr, two paramount objects should lie had iu view; 1st, that this.class of uidortuuates should have better care ti tan they do or can have where taken care of bv tlo» towns, and 2d. that the aggregate cost to the pub lic he uot ntoi ' t than under our present system of town support. It . is a que*' t ion of much these objects ing a poor, farm and building a poor house. It may he that McHenry Cotgity will do belter bj ' i ter poor and insane than the rest of t l ie country where alms-houses are cstahlMn-d. hut i t is a notorious fact that such . institutions are too often tbe site of gieat abuses. The report of t l ie Board of State <'ommU- siotiers of Public Charities (7tli Bien- neal. 1SS2) has this strong language on tiie point under consideration: "We are nevertheless compelled to admit that there is room for greater improvement in the future. Many ol the paupers on county farms In this State live In deeayi"g.tottering houses occupy rooms Infested with vermin, sleep in beds time are til Shy, and are supplied with M>aiity, i l l cooked lood, while some of them arc too poorly clad te hide their nakedness. Very many of then aivi |e11 absolutely without religious instruction or consolation. Tlie children in alms houses arc especi ally to be pitied. Many of them are growing up without education and all «f tin-in are demoralized and degraded by the'r associat i ons . It is not right that one of them should he left where tl iev now are. The condition of the insane and of the Idiots iu these insti tutions |« ,i l*o deplorable. Kindly treated by some keepers, by Others they are regarded and trented*as if l i ipy were animals, and not men,--in- de-. | not so well as animal* capable ot earning money for.their owners. They are neglected, abused, confined with chains, locked up. lott in nakedness and til th, caged.and not a soul has lor them a friendly word. The medical super vision of tbeiu is wholly inadequate; the; have no proper pe son'al attend ance ; they are without amusement or occupation of any sort. Some of them tire taken out at long Intervals for nn airing or to he washed, possibly by standing them naked in a corner and throwing water upon litem from a hose pipe. Others remain In their cells or dens from one enit of ths year to tl ie other. Their mental malady is aggra vated by neglect and cruelty, and their only hope I s in death. The darkness of t4ie grave is preferable to such a living tomb!'1 Tlie above Is about as strong con demnatory language as Hie English is capable of. and was written after a thorough investigation of the alms house business throughout the whole State of Ill inois. Suppose that it pre sents the very darkest side of the pic ture--the wo;st state of iiftairs found in all their investigations, i t yet opens up an appalling horror of possibili t ies iu these ilist 11ni ions. Bu>. admit tl i . i t , when McHenry Coun'.y 's alms-hou'e shall he built , i t shall b« the best con ducted i 1 t i le State, heaven pity the unfortunate who may become its in mate. The congregating together In one institution of young and old, male and female, insane and idiotic as well n« the ivlined and scn-itive pauper whom misfortune or the rascality of others, anil not I l ielr own fault , have reduced to paupcri.-un aiid tl ie picture Is one of moral" if net physical It prosy. No matter what e.ire is taken there must be constant contact and more or less a«sociat ion of these difleieut classes v v>tla moral unsults degrading ill e\ tr nie. We have an,old ladv supported by the Town of Richmond. She is repre sented lo the writer 10 be an intelli gent. rellued woman who was.reduced to poverty through the rascality of reiatives. " She is now boarded in a good family jvlio' l ike her and to whom she is attached, at an expense to tlie Town of only 81-50 per week. I t would be an act of barbarian cruelty to lake that unfortunate old woman from a family of friends where she is well careil for and happy, and send her awav t o an aluis-hoii<e t o herd with- the discordant elements mere. The permanent poor of the towns are gen erally people who lor S'.Jiue t ime resided there, who iTaV* loruied friend ships and associations just as dear to them as the friendships ot more tortu nate neighbors are to those neighbors; t hey see f u:es tl iny know and receive nloce or less kindly sympathy Iroui those atgout them. They will he hap liier to be left where t hey are, a»d ten to one would receive more considerate care under tl ie town supervision tliaii in a county alms-house. When it comes to cost of keeping the poor.au alms-house will prove an ex pensive whistle. No one supposes that the money voted by the Board at Its last meeting is going to cover the ex pense of getting tlie institution Into running order. . If i t does the event will lie one on which the tax p.averp should he congratulated, and It will be dilT'eient from the co nition history of such joins. When it is, built i t has got to be run.'and a good share of IIM HI penses will b<» nearly the same whether the house l*as ten inmates or fll tv, and the tax payers must furuish the funds, i l will happen that the imlividua! towns will have to pay their share to ward building and running an expen sive institution and tsu/t/tort tnotl of (heir own poor, too.' How so? The r«port above alluded tw shows that, sent to sifch an Institution, But ll ie {own must pay Its share toward the alms house all the same. Turn the subject around In any light and we think it wilt l ie seen that It will cost, the people of the county.1 more money to support their pooi of* the transient class who cannot have t he benefit of the alms-houses and the permanent poor who can. under tl ie County plan than under tl ie township plan. 11 may be a matter of pride for us to point to a great, alms house* as ait evi dence of our tender mercies to tl ie un fortunate poor and Insane, hut. will f t pay. on the stUne of humanity or money ?
