In Grand Forks, N. D. the assessed valuation is $3,500,000, i ts bounded indebtedness being only 8i i»er cent. City warrants are at par and i >onds above par. In East Grand Forks there is one- third mile of paving, one mile of sewer and an $8,000 electric light plant. (}rand Forks has ten miles paved streets, electric light plant, sewer system, water works and a $45,000 filter. Notwith­ standing all this, the rate of taxation is ••iO per cent lower in Grand Forks, with all its improvements than in East Grand p'orks, with almost no improvements and its great saloon revenues. The old theory that the saloon brings business to a town, payes and lights its streets and reduces taxation has long -ince been exploded. It is simply one of the devil's plausible lies, with which ne tries to deceive and quiet good peo­ ple, that his work may go on unhin­ dered.
