President McKinley once had an ap­ plicant for the post of minister to Era- si! who brought with him a petition signed by 7,000 Chicagoans. It seems that he was a picture framer, and as he went about canvassing for orders he was in the habit of collecting signa­ tures to his petition. President Mc­ Kinley listened respectfully to the ap­ plicant, questioned him as to bis qual­ ifications and finally explained that be­ fore he could give the matter serious consideration he would have to confer with the senators and representatives from Illinois. To all members of the Grand Army of the Republic, Department of Illinois, to the Woman's Relief Corps, to the Ladies of the Grand Army, to the Rons of Veterans, and to all Spanish-Amer­ ican War organisations, greeting:-- It has happened in some way, either b e c a u s e q u i t e a n u m b e r o f G . A . R . posts have been discontinued, or because the advantages now possessed by the Orphan's Home at Normal have been, to some extent, lost sight of by the peo­ ple of this state, that there has been a gradual, though not serious, decrease in the number of children sent to the Home. It is a matter of general knowl­ edge to all, but most particularly to all of the members of this post who have been so familiar with the Home since its location at Normal, that it is now in a far better condition than ever to care for such orphans as may be. en titled to its benefits. The five new cottages for girls art­ fully completed, and, since the furnish ing of these cottages, the completion of the domestic science building, the re­ cent construction of the well arranged hospital, and other improvements, tab en altogether have so enlarged the in­ stitution that it can easily take care of from one hnndred to three hundred more children than now attend. Owing to the careful forethought and liberal itv of some of the Chicago comrades of the G. A. R., the admirable depart­ ment of domestic science has been in augurated and its usefulness to the girls has been most thoroughly demon­ strated, while the manual training in­ struction for the boys has been almost equally well proved to be just what was needed to give the boys a better start when they leave the Home. All of this additional instruction which is of equal, if not superior im­ portance to the ordinary school train­ ing, has apparently not interfered with the children's educational development, as is proved by the fact that no less than sixteen children are now in the high school department of the Normal public schools, and two more are engaged in taking a course at the Normal univer sity, thus exhibiting a higher degree of culture than ever before known at the Home. Illinois has a larger population than Ohio, Indiana or Iowa, and yet on Jan­ uary brst, 1905, the Soldier's Oprhan's Homes of these states contained the fol­ lowing number of pupils: Ohio 790, Indiana 575, Iowa 491, and Illinois 839. In view of the fact that the state of IUi nois has now made such excellent prep aration for the care and edncation of these orphans, and^that the expenses are nearly as much for ,339 as for 500. and that this great state must contain a larger number of ueserviug orphans ol our deceased comrades than are now being maintained at Normal, we feel it to be the doty of Sherman Post No. 146. R., to urge our comrades and the general pub­ lic all over the state to take special pains to circulate as widely as possible the information that there is at present an opportunity for increasing the num­ ber of inmates of the Soldier's and Sai lor's Orphan's Home at Normal.
