V- * HEBSON TRIBUNE ADVOCATES A NEW SCHOOL BUILDING. Editor Lemiaers of the Hebron Tri­ bune gives over a column of space in last week's edition of that paper to the discussion of the needs of that village in the matter of better school facilities, it is a good article and the people of Hebron, judging from their past history in school affairs, will give heed to the suggestions offered. The present build­ ing is far from being adequate for the needs of the community and it is also far from modern in its architecture. MISS ETHEL M'NETT WILL ATTEND UN­ IVERSITY SHORT COURSE. Miss Ethel McNett, who teaches in the school on Vermont street in the town of Seneca, will attend the short term at the State University the last of this month. There are ramors that other country teachers will try to be present. This is a commendable thing to iid and the country schools will cer­ tainly profit by their self-sacrificing spirit. To those districts that contem­ plate raising funds for sending some toys and girls to this short course we would say that the cost per person is in the neighborhood of $22. This provides for transportation and board for the two weeks. TEACHER HAS THE LEGAL RIGHT TO USE CORPORAL PUNISHMENT. There is a general notion abroad that the teacher in the public school has no legal support in resorting to corporal punishment. This is not the case. A i teacher has the same power in this in stance that a parent or guardian posses- sea. That is, the teacher may be sub ject to prosecution on the same groands that would warrant the prosecution of a parent Cruelty or unreasonable pun­ ishment is a statutory offense in either case. The law places the teacher in place of parent in this matter (in loco parentis). A TEACHER CANNOT EXPEL A PUPIL. A teacher has no legal right to expel a pupil from school. This means that the teacher cannot refuse permanently to receive the pupil for instruction. Ex­ pulsion is the prerogative of the school board. However, the teacher may sus­ pend the pupil for any violation of the school rules. This suspension is but temporary and is for the purpose of re­ lieving the teacher of the presence of a refractory pupil until the board can take up the matter and determine whether the pupil shall be permanently refused admittance, which is expulsion, or shall be reinstated. BOARD OF DIRECTORS DETERMINE COURSE OF STUDY. Theoretically at least the board of directors are the proper persons to de­ termine what shall be taught in the school. They also determine what text books are to be used. M'HENRY COUNTY COUNTRY SCHOOLS BEHIND ON HEATING SYSTEMS. We are sorry to admit that the conn- try schools of McHenry county are not in the front rank when.it comes to heat­ ing systems for their buildings. The Smith heating system, which is virtu­ ally a stove converted into a furnace in which provision is made for good ven­ tilation, has found its way into a large number of country schools in the differ­ ent counties of this state as well as in many other states of the Union. We hope that some of the country directors of this county will soon awaken to the need of better heating systems intheir schools. Heating systems that provide for proper ventilation are the real needs. After an absence of many years, the IT-year locusts will make their appear­ ance in the eiarly spring of this year. And how to get rid of these destructive insects is now a puzzle to the state entomologists, who, in their biennial report, give this class of insects much comment. The farmers thruout the state are warned by the officials to guard against these destructive vermin, and to put a coating of some material objectionable to the locusts that will drive them away. In their report the entomologists call special attention to the injury wrought by. these pests, who have destroyed so many orchards and killed off hundreds of new orchards and nurseries. Warn­ ings will be sent out by state officialh soon after the first of the year to all farmers. Within a few months the "locusts win come from the south and deposit their eggs to be hatched in the spring and even now the entomologists orge the farmers to give the trees • coating, which will prove a great ben­ efit to them. Gypsy and brown tail moths are two other destructive insects that have of late made their appear­ ance in West Virginia. These moths are generally found in England, and they, like the locusts, prove very de­ structive to the fruit trees, and the farmers' attention is also called in the report to keep a careful lookout for these insects. _ Marion Harland and Dane Game]*. For more than half a century Marion Harland has been writing on housewife­ ly themes and answering the questions of women in a dear and kindly way that has made her name beloved from one end of the land to the other.
