The Plaindealer has from time to time pointed ont to it* readers that all mail orders are not absolutely on the square, and from the following article, taken from the Chicago Evening Post of September 29, it will be seen that our previous comment* on this subject were correct: Alfred H. Monroe, president of the Globe association, 1241-1249 South State street, a $300,000 mail order house, was arrested by federal authorities last night on the charge of violating the postal laws by the operation of sn alleged frandnlent mail-order scheme. He was ar­ raigned before United States Commis­ sioner Mark A. Foote today and asked for a continaance of ten dayB, which was allowed. His bond was fixed at $5,000, after considerable argument between Seward S. Shirer, assistant district attorney, and Francis Hanchett, who is represent ing Monroe. "My client is a business man of a high rating," said the attorney, "and a $5,000 bond is excessive, in my opinion. He does an extensive business and should not M pnt to the trouble of giv­ ing such a big bond." ""tes," said Commissioner Foote, "that may be true, but from what I have been told of the case, the bond is not excessive. Monroe declined to discuss the charges against bim. Deputy United States Marshal Wain Wright arrested Monroe after a search of two days upon a warrant issued upon complaint of Isaac T. McBride of Akron, Ohio, one of the alleged victims, is the complaining witness. According to the federal officials, they have scores of complaints concerning the Globe association. Its method of operation is said to have been compara­ tively simple and profitable. Agents in different states paid $7.50 for outfits. They in turn sold membership certifi­ cates in the association to their friends and others for $2.50, which gave them the privilege of purchasing groceries or any other article at what was held out to be at wholesale cost. Many persons, it is charged, sent in orders after becoming members and re­ ceived goods other than that which they ordered, or inferior to that represented by the firm's literature. In many in­ stances, Inspector Mullen declares, the members returned the goods, demand­ ing the fulfillment of the promises made by the firm or the return of their money. Seldom, it is declared, would the firm reply or make amends. The agents, in selling the certificates, are said to have kept $1 as their commission, and paid the balance to the association. The firm occupies one floor at the South State street address, and employs twenty-five men and about seventy-five young women. Complaints against the association, it is said, have been received for two years and the government has kept close watch. Not until recently, the govern­ ment officers say, were they successful in obtaining evidence npon which to base action against the president of the firm. McBride purchased a certificate for $2 50 and sent in an order for goods. They were inferior, it is said, and he re­ turned them, demanding the retnrn of his money. Not receiving any satisfac­ tion, he came to Chicago and aided the government in bringing the investiga­ tion to a point where an arrest could be made. "The scheme was exceedingly success­ ful, " Baid Inspector Mullen, "and there are victims from Maine to Texas and from New York to California. In one instance an agent in a town in Michigan sold certificates to friends and others. When the purchasers found they had been made victims of a scheme to de­ fraud, they forced the agent to leave town, I am told. " The concern was organized in 1897 under the laws of Illinois, with a capi talization of $50,000.
