[ (Contr ibuted . ] At las t we have paid our publ ic school bonds amount ing to #10,000. which was the to ta l cos t of the s . -hool bui ld ing: we have a lso pa id for the waterworks , which wore promised us for $12,500, then $21,6 t i0 . but cos t over $34 ,000, as every chi ld knows, and now we are to be taxed #VM*00 for a new c i ty ha l l , which i f the same prudence were to be used would only be one- tenth smal ler than our publ ic school bui ld ing . Is there any reason for thus burden ing our people , and especia l ly women who must bear the i r share , but a re deprived the i r r ights a t the bal lo t box, whereas the consumer of h is parents ' , mothers ' and s is ters ' wages can cas t a vote to increase l i fe ' s burdens for theniY Do we need such a la rge c i ty ha l l? Will not a $4,000 ha l l t i l l every re quirement and more , tooY In fac t , what proof has the innocent bui lder and supporter of a home and legi t imate business that the new bui ld ing wi l l receive proper care and a t tent ion? The past and present in to lerable condit ion of neglec t ing the v i l lage property certainly does not speak wel l for the future for the reason tha t the doors in the l i t t le engine houses have not been on the i r h inges nor locked for years. No a t tent ion whatever i s given the f i re hose to protec t our prop erty in case of f i re. The nozzles are not to be found unti l people have los t their al l , as in the case of the Evanson- Besley f ire. No ladders , pa i l s , axes or hooks can be loca ted . There are scores of hydrants tha t a re out of order and fi l led with th ick , muddy, s tagnant water. The vi l lage has owned and paid for considerable t i re appara tus and for i ts care . Where are these tools, etc.V The engine a t the power p lant i s badly worn and must be renewed be . I fore long a t a heavy cos t . This engine is s tarted up and a l lowed to do as i t pleases for hours a t a t ime wi thout any care or a t tent ion , but the wages go on perpetually. The close t has been t ipped over for months wi thout any a t tent ion . The old ci ty hall would be usable had i t on ly rece ived the paid for care and could today be repai red unt i l such a t ime as the vi l lage could have a r e serve to bui ld a new one wi thout a t>ond issue. Would not a new c i ty ha l l be an inspi r ing s ight when our s t ree ts a re alive with weeds , papers , rubbish , e tc . . and are almost impassable and no cross ings cleaned off for pedes t r ians? There are no water mains for many, no walks or cross ings for many more , the s tand- pipe needs paint ing , three br idges must be put in a t grea t expense and the streets must or should have much work done on them a t once . There should be a fire depar tment wi th a moderate pay f rom the vi l lage to he lp reduce our excess ive ra te of insurance . No reduct ion can be had or asked for unless we have some sys tem and equip ment. We should have one marshal on night duty with a time clock. We should have al l meters read - no t some for years left in tac t as i s the case . We should have a f ine repor ted and paid into the t reasury a t leas t every ten years. We should l ike to know how many $2.00 bi l l s reached the t reasurer ' s window for a l l n ight permi ts wi th in the las t ten years . We would a lso l ike to learn i f a l l pay water ra t .es o r only some. We might inc identa l ly ask win full wages are paid to marshals when they are away on pr iva te and paying business of the i r own? Poss ib ly th is is applying absent t rea tment a t the expense of the v i l lage t reasury . We would modest ly ask what record i s kept of our vi l lage suppl ies , such as lead pipe, etc. Then te l l us s ince when a l i t t le vi l lage pays pens ions to mar shals. Please te l l us how f re ight cars are robbed of baled hay and the mat ter Is hushed up on the pul l and re la t ion plan as of old. How assaul t s upon old and respected ci t izens a re f ixed up for $1.00. Why has no case ever been taken before our pol ice magis t ra te? Why dt> certain people s t renuously ob ject to have the vi l lage books exam ined? Why is the most foul mouthed and profane talk permi t ted on our streets and in publ ic p laces? Because the offender is drunk. Why is the drunken cabal from other towns a l lowed to take possession of the town and especial ly on Sunday? Why do we bar over thirty respectable women I«x pajera from a chance to vote for or against a future burden upon their property? Have not some of our people bui l t publ ic meet ing places a t the i r own ex pense and have donated the i r use to many publ ic meet ings? Have not ne ighbor ing places of bus iness reaped grea t benef i t f rom those "hal l s? Have not l icenses been par t ly pa id out of th is ha l l? Why should the v i l lage tax a l l of i t s }>eople to in jure these fewer people? The fa i r -minded voter , whether a rea l es ta te owner or not , should vote agains t a $9,000 bond i ssue , as i t i s a debt or a mor tgage u | H>n h is or her pro |>er tv I t wi l l de ter people f rom buving proper! v o r loca t ing here , as no one cares to pa .v our debts . I t wi l l increase rents to the labor ing man. No proper ty can be sold wi thout f i r s t paying off the ent i re tax . Al l n ice ta lk in reganl to paving t in- bond i ssue out of the l icense l t f ioney i s bui l t upon a i r . I f there was any foundation for that, why vote on a IKIIHI i .xsue a t a l l? Al l must know tha t we have paid a \ as t sum over the l i iNt IK M HI i ssue for the water works win not forac i tv hal l? Who knows who wi l l IK> on the v i l lage beai -d t i l l the bonds a re paid? Who knows what their minds will be in regait l to neces sary use of a l l l icense ; t ione\? Who can fore 1 e l l how main p e o p l e wil l t ake out l icenses? And who can fore te l l tha t county or s ta te loca l opt ion wi l l not win? In such cases \ou must pay the Kind, ani l vour proper ty i s a l so taxed addi t ional ly tow a ids mainta in ing the vi l lage , s t ree ts , e tc . Not a dol lar of fund- , due the v i l lage , o ther than the tax or I tond. can be i ssued for a c i ty ha l l unless the fu ture IK K I I XIS see i i i to use i i . No money has been in the t reasury for years for such purpose ani l the prospects of re l ie f in the fu ture i s s lender . This s ta tement of facts is authorized and backed h\ over one hundred tax payers and law abid ing c i t izens of McHenry . 111. A TAX I 'AYKK. WEEKLY PERSONAL ITEMS COMERS AND GOERS OF A WEEK IN OUR BUSY LITTLE VILLAGE. WHAT GOOD IS SUNDAY SALOON? The Waukegan Sun asks the t jnes- t ion . "What good is Sunday sa loon?" and then answers i t s own ques t ion by convincing argument tha t shows the v ic iousness and lawlessness of the Sun day bar . Can ' t a l l these objec t ions to the Sunday sa loon be appl ied wi th equal force to the Monday or Tuesday of an v -o ther-day sa loon? We commend the Sun for i t s courageous s tand agains t the Sunday sa loon, however . I t says : The Sun is opjn>sed to the Sunday sa loon because i t i s . has to be , and be cause decency demands i t . I t i s good c i t izenship to l ight i t . The manufacturer knows tha t the Monday af ter the Sunday -opened sa loon loses h im twenty per cent in the eff i c iency of the men who f requented the Sunday sa loon. The merchant and bus iness man knows tha t h is bad accounts a re those of men who spend the i r Saturday n ights and the i r Sundays , and a l l the i r cash , in the Sunday sa loon. The rea l es ta te man knows tha t the man who buys a home is not the man who spends h is Sundays in the sa loon. The employer knows tha t the man who spends Sunday in the Sunday sa loons cannot keep books , cannot p lease and se l l to t rade , cannot do h is duty as wel l . The wife and mother knows wors t and b i t te res t of a l l the bad uses of the Sunday sa loon. The young man, recover ing f rom the ' i r s t jag , accumula ted on the da \ of id leness in the Sunday sa loons , knows b i t te r ly . Large numbers of v is i tors f rom a d is tance come to v iew th is wonderfu l s ight which cannot be seen anywhere e lse in th is country . Whi le there are severa l beds of the w i ld lo tus in o ther sec t ions , the lo tus b lossoms, l ike those which grow in the r iver Ni le in Egypt , can only be found a t Grass Lake . Fol lowing is a very in teres t ing account of these beds , c l ipped f rom the Chicago Evening Pos t : "Af ter a br ief Hight by t ra in one can be out of s ight and sound of the working day wor ld in the quie t pools where the lo tus b looms. "Nature seems to have used her craf t to h ide the lo tus gardens f rom in t rus ion . They are as ide f rom the haunted regions of the Fox lakes , she l te red among the wooded h i l l s where the Eox r iver widens over the shal lows a t Grass Lake . Here for a score of years the lo tus has rooted and increased in numbers unt i l be tween oOO and 700 acres of luxur iant p lants c rowd to the margin of the narrow channel where the smal l boats fo l low the s t ream. I t i s a land of lo tus b loom, of waver ing l ights and shadows, wi thout the ragged edges or in t ruding weeds of the ne igh bor ing waterways .
