Since the McHenry sewer system' and existing sewage-treatment plant were installed a wwerage and stream pollution law was enacted, a copy of which is herewith enclosed. There is no doubt «oout the sewage from McHenry causing pollution of Fox River and. therefore this Board has requested McHenry to abate such pollution. The Sanitary Water Board has authority over the prevention and abatement of stream pollution but does not have authority to dictate jUst where a sewage-treatment works shall be constructed. Therefore, the location of the treatment works to" serve McHenry must be settled between you and the city and other property ownel's interested. "'Success of the plan rests almost entirely with the people of each community. Harmony among all elements is as important as is fhe active co-operation of the public, and its loyal support. The fact should also be borne in mind that each county committee is the local agency organized and appointed by the Governor to give practical expression to his desire to prevent needless and expensive foreclosures. "Rules of procedure outlined for the county committees are simple. Debtors and creditors alike can be assured of fair treatment. Committee members are men of ability and experience, who have consented to work without pay, because of their desire to aid their respective .communities in these critical times." Formal application must be made to obtain the assistance of the county committees. Application forms will be obtainable from committee .member*. well as our own state? And if such was done in the proper manner, would it not take care of the sewage for, practically, all time to come? I am one of the property owners and the citizens of Mc^nry on the bank of this river and as such citizen I have in my opinion called the attention of your department to some of the things that could be taken care of in the interests of the public health. And Fox River is going to be one of the beauty spots in the state and has for its source pleasure seekers, people seeking summer resorts, that great city of Chicago. Are not these thing® worthy of thought and "mature thought for the purpose of formulating some plant to the ultimate end that the citizens of this great state shall be protected in health and in their property rights by some action taken, on the part of the United States government and the state referred to above. Will you please give this letter mature deliberation and consideration and accept it by way of suggestion rather than in the way of criticism"?
