The retiring Chairman then called for further nominations and there being no further nominations the motion was made and duly carried that the nominations be closed and John E. Harrison, the Sup!-, from Greenwood Township was declareu to be the unanimous choice of tiie Board for Chairman for the ensuing year. The result of the election being, announced, Supr. Harrison assumed the chair and thanked the members of the Board for the confidence placed in him and stated that he considered it a great .honor to serve as Chairman of a County Board that had no outstanding bonded indebtedness or indebtedness of anykind other than current bills that are paid monthly, being one of the few Counties in the State of Illinois to enjoy that distinction, and that he would shf do everything in his power to continue the management of the affairs of the County as efficiently as they had been managed in the past. The records of the last preceding meeting of the Board were read and on motion approved. That we met on the 7th day of April, 1933, at the Court House at Woodstock, Illinois, and audited bills chargeable to the McHenry County Patrol System of Roads as a whole, including insurance, supplies, repairs for County machinery and labor at the County Tool House totaling from regular fund, $617.88, snow fund $183.89. RESOLVED, by the Bo^rd of Supervisors of McHenry County, that public interest demands the retirement of obligations Incurred for the purpose of constructing State Aid roads, such construction having been in'accordance, with Section 15-d of the State Aid Law; .and be it further RESOLVED, that there is hereby appropriated the sum of Six Thousand Four Hundred and Five Dollars and 90-100 Dollars ($6,405.90) from the county's allotment of 1929 Motor "Fuel Tax Funds for the payment of such ob^ ligations; and be it rurther RESOLVED, that the following described obligations be paid, (describe in detail, giving such information as name of issue, interest rate, date issued, date due, series and. serial numbers, amounts required for principal payment, amount required, for Interest payment and total amount). For the purchase of 3930 barrels of cement at $1.63 $6,405.90 Such bonds or obligations having been used to construct the following improvements: • State Aid Route 14-A, sec. 3-15D Type P. C. C. The County Highway orders reported to this Board March 21, 19S3, have been paid out of County Highway tax money levied in September 1932, by the County Treasurer and we recommend that this Board approve said transaction as an emergency matter. The matter of the necessity for the care of the County System of Roads was discussed and the Clerk was instructed to write the road patrolmen to grade the roads from time to time and patch bad holes, but to not exceed one-half time per month until further notice. Tour Committee recommends the following method of control of the County expenditures for roads for which the County is responsible for the ensuing year: At the meeting of this Board of Supervisors, the Road and Bridge Committee shall make an estimate of the amount tff funds, within the tax lev> for that purpose, needed to carry on the building and maintaining of the roads for which the County is responsible, from time to time. If said estimate is approved by this Board, it shall be considered as a limit on the authorized expenditures of the County Road and Bridge Committee, over which limit Baid Committee shall not step. From said funds so appropriated, the said Road nnd Hridge Committee may issue orders on the County Treasurer, signed bv not less than three members of said Committee, to pay for the general road bills, including salaries for patrolmen, and road workers, gravel, gravel hauling, labor, lumber posts, snow removal, repairs and supplies for County owned machinery, machinery rental, s m a l l t o o l s , c £ m e n t , c u l v e r t s a n d bridges, paint, insurance on County road workers, machinery and buildings, printing, road signs, fuel, grease, oil, gasoline and incidentals. That the Committee be authorised to meet monthly to pay bills and transact business of office. That a trip of inspection of County Roads be taken by the Committee and that so far as possible the nearest member of the Committee handle emergency matters. That the County Superintendent of Highways act as general overseer of the work and as Clerk of the Road and Bridge Committee. That said Committee be authorized to secure necessary forms and books for handling the motor fuel tax funos and to work out a method of handling said funds and administering the laws in said matter, and rent or buy machinery and appliances necessary to meet the State's requirements for the construction of M. F. T. roads. We further"recommend that the right of wav for roads built from gas tax funds be secured by the regular Right of Way Committee, and that emergency matters that may develop in the administration of said road improvements be handled by the Road and Bridge Committee. We further recommend that the policv adopted by this Board, at the speand Bridge Committee ord^fing orders drawn weekly and semi-monthly for road work and materials under contract entered into by this Board to the extent of. ninety per cent (90%) m amounts due. be continued and that said policy be further extended to include the work being done in this t ountv from the Motor Fuel Tax Funds, b> dav labor construction. _ The day labor section M. F. Tr No. 5 at Harvard, Illinois, is now under construction.
