For these reasons, combined with the incite ment of hereditary appetite and the pow erful temptation of the saloons, numbers of men in every community become the slaves of alcohol. As a result of this their lives are endangered and their char acters steadily deteriorate, while their homes become less pure, happy and safe, society is on a low plane and the state suffers the loss of those who might .have been useful citizens. For these and many other reasons we appeal to you to frame , a law whereby men who are proved habit ual inebriates Bh all be assigned by the courts to industrial homes of detention for a period ot from one to two years, or less,.according to couduet. We urge this political temperance measure in the in terest of the inebriate j as well as of those who are incalculably injured by his hab its, for long experience has convinced us that under existing conditions reforma tion is well nigh impossible, unless by some means sufficient time is afforded to cleanse .the system; The W. The Elgin Woman's club has arranged for another loan of $2,500, seeured by mortgage on Sherman hospital prop erty,^ by which all contractors tod all other outstanding debts will be paid. This sum, together with $5,000, bor rowed in July, 1895, secured by moit-? gage on same property, makiDg $7,500, constitutes all -the indebtedness on the present hospital property. This money is borrowed on five years time at eix per cent interest, with the privilege of paying $400 at any time upon giving thirty days' notice. All other property belonging to the club, the Channinc street property, nine lots in Oakwood and one lot in MeClure ad dition, is free of debt except the Channing street property, which has a mortgage of $1,500 upon it.
