Senate providing for the confiscation by the government of the Bethlehem and Carnegie, Pa., Bteel plants, for the purpose of making armoi plates for the two naval vessels that are now being built, and for the establish­ ment of a plant at Chicago, or some other central point in the country, where armor plate should be manufactured, under the supervision of the navy depart­ ment.
