Stevens, y-;,..' thanked the members of the Board and County Officers for the splendid cooperation given him as Chairman of the - Board during the past year and stated that the first order of business to come before the meeting was the election of a chairman for the ensuing year. Supr. . Turner of Hebron Township stated that when he was first elected to membership on the Board of Supervisors, the . father of the present Supervisor from ^ Chemung Township was chairman of the Board and that it was a pleasure for him at this time to place in nom- : lnation for the office of Chairman Supr. ; > Frank E. Beck of Chemung Township. The nomination was duly seconded by Supr. May. The Chair then called for further nominations. There being no further nominations it was regularly . moved by Supr. Ackman and duly sec- •' onded by Supr. Wright that the nom- '• •-- inations be closed. Motion declared • unanimously carried and the Supervisor ' from Chemung Township was declared to b e the unanimous choice of the members for Chairman for the ensuing year and it was regularly moved by Asst. Supr. Rosenthal and duly seconded by Supr. Fllip that the Clerk cast the unanimous vote of the Board for • Supr. Beck for Chairman. Motion carried and the Clerk cast the unanimous • vote of the Board as instructed. The result of the election being announced the newly elected Chairman was escorted to the Chair by the Retiring Chairman, J. G. Stevens. Mr. Beck addressed the Board and thanked the members for the honor bestowed upon him stating that he did not desire . , to make any lengthy speech but that ' he did want to welcome to the membership of the Board, Suprs. Ferris, Carroll and Meier and also his colleagues who were today seated for a new term . and that it was his opinion that they • . ~ would serve with credit not only to themselves and their constituents, but •' • . ,1 also to the People of McHenry County as a whole. The minutes of the last preceding - meeting were read and on motion approved. The following report of the Committee on Finance was. presented and read to the Board, to-wit: State of Illinois, County of McHenry, es. To the Chairman and Members of the Board of Supervisors: Your Committee on Finance met in the office of the County Treasurer of McHenry County on the 23rd day of April, A. D. 1937, and upon Investigation vour committee decj^ie'1 that it would be necessary to issue Tax Anticipation Warrants on the tax levied 1n September 1936, and recommend the adoption nf the attached resolution. Kl'ECKER FRANK MAY -- r Woodstock, 111 , April t?» l>37 WHEREAS, there is not at this time sufficient money in the Treasury of McHenry County to meet and defray the ordinary expenses of the County, and it is necessary at this time to provide a fund to meet all such expenses v bv issuing and disposing of anticipation •warrants to be drawn against the County tax levied in the year of 1936 in the way and manner provided by the Statute of, this State for the issuing and disposing of warrants. BE IT RESOLVED by the Board of Supervisors of the County of McHenry that the County Treasurer of this County be and he is hereby authorized and directed to issue and sell as needed, anticipation warrants to an amount . not to exceed the sum jaf J20.000.ft0 against the County Tax levied in the year 1936. but in no event shall the anticipation warrants issued exceed 75c,'of the amounts of the appropriation t&x levied for the year 1936; that said warrants s.hall be issued as needbond to be to drawn so that the same shall draw interest at the lowest as aitable rate not to exceed per annum from the time of its issuance until paid or until notice is given that said warrant is recalled for payment, Which anticipation warrants are issued for tne purpose of creatng a fund from which payment of the ordinary and necessary, expenses.,of said County -may be paid. BE IT FURTHER RESOLVED that such anticipation warrants shall when drawn show upon their lace tjiat they are payable solely out of the tax. When collected,, and not otherwise. . Thursday, April 21, 193& The Special Committee appointed by the Chairman to have charge of the repair of the Adams Bridge in the Town of Greenwood made the following report, to-wit: Mr. Chairman and Gentlemen of the Board of Supervisors, McHenry County, Illinois; , iour Committee to whom wa? referred the matter of repairing the Adams Bridge over the Nippersink Creek in Section 12 in the Town of Greenwood, would beg leave to submit the following report on the matters before them; That we met at the site of said bridge on the 12th day of March 1937 and found that the north abutment of sam bridge had settled and broken up and the water running through underneath the walls of same. That the Highway Commissioner acting with the advice of the County Superintendent ot Highways had secured the services of C. W. Button with his pile driver and nad driven four piles under the first panel of the bridge to hold the steel trusses in place so the bridge would not fall into the creek. We decided that a new abutment would be necessary and that the north west wing would have to be at least iifty (50) feet long. It was decided to interview the land owner P. H. Adams regarding the damage for extending the wing wall beyond the right of way ,ine, but we found him not at home. The matter of proceeding to repair the bridge by day labor was discussed and it was decided to have C. W. But- :on, a bridge contractor at Hebron, Illinois, who has built many bridges for this County, figure on the cost of ihe job and make a proposition as to rental of his equipment, and to act as foreman and proceed by day labor, hiring local help. Your Committee again met at the site of said bridge with C. W. Button, a contractor, on the 16th day of March, 1937, and he made a propositibn to furnish the use of his equipment, consisting of pumps, pile driver, steam double drum hoist, truck mixer, steel sheeting, carpenters tools, all at |10 per day not including fuel and lubricants, and $8.50 per 9 hour day to act as foreman. He thought the estimate of $3500.00 was vbout right under ideal conditions; but ;f bad digging, high water and unfavorable weather was encountered the cost would be greater, especially In view of Lhe long wing. After considering the lelay of advertising the work, the probibility of a contractor bringing in outride labor and the importance of the road which leads to Wonder Lake, we decided to accept the proposition and proceed to repair said bridge by day :abor, using the plans for the abutment formerly used on the Kuecer Bridge in Seneca Township. This Committee again met at the site sf said bridge on the .2nd day of April 1937 together with P. H. Adams, the awner of the land adjoining the bridge and he agreed to grant the necessary right of way for the northwest wing wall beyond the road limits for the sum of One dollar ($1.00). The excavation within the cofferdam was progressing and a very hard packed gravel .'ontaining large boulders was being encountered which was very hard to handle. Your Committee again met at the site of said bridge on the 26th day of April 1937 and found the cofferdam excavation behind schedule, but nearing completion and the piles on the ground md about ready to be driven. The undersigned commissioner of highways for the Town of Riley,...in said county, would respectfully represent that the bridge at the site where a branch of Coon Creek crosses the public highway that extends north and south past the Riley Town House near the center of the North East quartet of section 22 Township 43 North Range 5 East of the 3rd P. M. has washed out and failed and needs to be replaced by a new bridge for which work the Town of Riley is responsible. That the cost of a 'new concrete bridge would be $2600; that the population of said Town is less than U>o00; that the cost of said bridge is more than, four cents on the one hundred dollars on the lateBt assessment roll; and that the levy of road and bridge tax for. two years last passed in said Town was. in each year fur the full amount " allowed by law to be raised thereon for all road and bridge purposes, except for damages incurred in laying out, altering or vacating roads, or for ditches to drain roads, the whole of which levy is needed for the ordinary repair of roads and bridges in said Town. H. for the sum ot $232~ for the truck and $387"for 4 yd. Gar-Wood body and hoist from the Mu- Connell Implement Co. of Woodstock, Illinois. We also decided to recommend the purchase of one new Allis-Chaliners model II', with wheel weights for $127 5, from the .H. B. Faith Road Equipment Co. of Rockford, 111. payment for tab above machines to be made from the County Highway Fund on or about June 1, 1937. A petition from the Public Service Co. of Northern Illinois for a pole line on a State Aid Road in Hartland .Township was examined and we decided to recommend that it be granted. T. •Twelve firms bid on one or more of the items of materials on which bids were asked. Illinois, representative of The Fidelity and Casualty Company of New York. Several right of way plats from along Jhe Mcllenry-Lake County line wen received from. Lake County with the request that they be placed on record and then returned, to them. This was in fulfillment of an agreement of some tw. years standing wherein Lake < County took over the construction and maintenance of some two miles of road provided this County would designate a State Aid Road to meet the County lint road east of Spring Grove, Illinois. \\\ ordered the plats and deeds recorded and also any others eiXBting that had not been recorded. " The matter of next season's road patrol sections ywas discussed and wi think some of the sections could bi lengthened and the number of men employed be cut down, but decided to leavt this for the next road and bridge committee to work jut.
