Illinois: The undersigned members of the Road and Bridge Committee for said •County would beg leave to submit the following report on the matters before -them. - That tber«3rtf day of July 1937 wifli the road and bridge committee of Boone County, Illinois to inspect /the County line bridges. We found the South end of the Harmason Bridge located about one quarter mile south of ;£. B. I. Rt. 173, badly damaged due to the soil under the mud sill having washed awav, and we decided to repair fame as soon as it was possible to secure competent workmen. We found the south east corner of the Tanner Bridge in Dunham Twp. had fettled about 10 inches due to the soil having washedi out from under the mud Pill and it was decided to repair same •lis soon as possible to secure competent Workmen. We found that the planking on the McCue bridge in the Town of Riley was be'nc damaged by tractor lugs and decided to put on 6 lines of additional planks lengthwise of the bridge. All of the above work and materials to be paid for jointly by the two counties In the manner provided by law. B CLAWSON " The Special committee on repair of ship presented the following report, towlt: Mr. Chairman and Gentlemen of the fiourd of supervisors, McHenry Couny, Illinois: Your committee ,to whom was referred the matter of the repair of the Collison Bridge over the Nipperslnk Creek in Section 27 In the Town of Richmond, McHenry County. Illnois would beg leave to submit the following report on the matters before them. That we met at the site of said bridge on the 22nd day of July, 1937 together with the Highway Commissioner of said Town and C. W. Button a contractor from Hebron» Illinois, and decided to grant the prayer of the petition and repair the bridge and cnstruct a new south abutment and adopted the plan for the abutment formerly used at. the site cff thee Round Barn Bridge in Marengo Township. , The bridge was just hanging on the remains of the old abutment and one corner sagged about three feet and' we believed that same might be dislodged at any time and probably ruin the remainder of the bridge: We interviewed Mr. C. W. Button and he stated that the estimate,of, $2700 seemed ample and th«t under favorable condition? the work might- be done for less money .that he had only one small fob to finish and would do the work or, i day labor basis. We believed th)»t an emergency, existed If we were to save the bridge and were favorable to proceeding at once by dav labor. We Inally agreed to hire' said C. W. Button to act as foreman and he to furnish his carpetiter tools at • 95 cents oer hour bas^»d on a 9 hour day and that we would pay him *10.00 per day for the use of his machinery, working Mme. consisting of pumps, pile driver, steam double drum hoist. Mack truck, 1 bag mixer, steel sheeting and incilentals. the County to pay for the fuel md operators,! and furnish such form lumber as is /available at the County Shop at the Fair Grounds, and^ pay necessary helper 60c per hour and common labor 50c per hour and pay fo« the construction materials. Palmer that the report of the Special Committee be adopted by this Board and the roll being called said motion was declared unanimously carried. The Special Committee on the repair of the Felltngham Bridge in Nunda Township made the following report, to-wit: Mr. Chairman and Gentlemen of the Board of Supervisors, McHenry County, Illinois: Your committee to whom was referred the matter of the Fellingham Bridge in section & in the Town of Nunda. McHenry County, Illinois, would beg leave to submit the following report on the matters before them. That we met at the site of salt! bridge on the 14th day of July, 1987 and decided to repair same by putting In a new east abutment adopting the plan for same formerly used In the construction of the Nihan bridge in the Town of Hartland, McHenry County. Illinois, same being a State approved plan and we also decided to increase the span from 18 ft. to 28 ft. and to in stall a beam type floor system with a reinforced concrete floor, and that we would find a contractor to proceed with the work as soon as possible. We again met at the site of said bridge on the 15th day of July expecting to interview contractor Hildlng Olson of Crystal Lake but he was unable to J<eep the appointment and we made an appointment with the contractor E M. Melahn, of Algonquin, Illinois to examine the bridge and repair same in accordance with the above mentioned plans, which meeting wa* held July 16. We again met with Contractor E. M Melahn on the 24th day of July, 1937 and he submitted a bid for dismantling the damaged portion of the bridge, furnishing new beams 30 ft. long and 12 in. in depth weighing not less than 40 lbs. per ft. placed 2 ft. apart and a 6 in. reinforced concrete floor and steel railing in accordance with the plana nbove mentioned for the sum of $2665, We decided to accept said bid and iwarded the contract to the E. M. Melahn Construction Co. in accordance with the above. We again met at the site of said bridge with the contractor, Kr M. Melahn and the County Supt. of Highways o>n the Hth day of August We found the old bridge partly dismantled and the west abutment proved to be in much worse condition that we had anticipated and the contractor, E. M. Melahn made a proposition to tear out the abutment and build same new to the above mentioned plans for $635 additional making a total cost i>f $3300. After due consideration we believed this to be the advisable thing to do, and we decided to accept said proposal on behalf of McHenry Countv, Illinois. All of which is resnectfullv submitted. ROY J. Freund of McHenry Township addressed the Board and stated that 'ie had received several inquiries with -«gnrd to the Purchase of Right of Way for Route 21 East of the Fox River and wondered how the Right of Wav Committee was progressing with eesrd to said matter. The committee decided that asbestos be put on the ceiling over the smoke pipe and a hood be built over the cookstove with an exhaust fan. Also that a stoker be installed at the County Home and Hospital. A state inspector inspected the heating plants at the county farm and recommended a new heating plant in the superintendent's residence. The committee also recommended that a ditch from the pike at the Hartland crossing be dug along the R. R. right of way to drain the pond hole in the corner of the County Farm. Respectfully submitted. A petition for a road Improvement in Hartland township was presented and upon motion duly made and carried was referred to the Road and Bridge Committee for a report. ^ A communication from Stale's Attorney. William M. Carroll, in re claim of the Woodstock Hospital for care of Edgar Allen Poe was presented and read to the Board. It was thereupon regularly moved by Suor. Stevens and duly seconded by Supr. Freund that the communication and claim be referred to the Poor Claims Committee, giving said Committee full power to act, and the roll being called said motion was declared unanimously carried.- The Chairman outlined in detail the business for the afternoon session and stated that several very important matters were to be presented for consideration The Clerk presented lists of,4 claims against the County and on motion of Supr. Kuecker --............^ 60 20 The Special Committee on the repair of three bridges in Dunham Township made the following report, to-wit: Mr. Chairman and Gentlemen of the Board of Supervisors, McHenry County, Illinois: Your Committee to wKpm was referred the matter of Counf?t Aid in the matter of washout and dnmaReii bridges in the Town of Dunham, McHenry county, Illinois would beg leave to submit the following report on the matters before them. That we met on the 16th day of July at the site of the Whipple liridge in section 11 in the Town of Dunham, and decided that a new bridge was necessary, and Instructed the County Supt of Highways to prepare plans and specifications for a new fridge of about 34 ft. clear span and 2rt ft. width of Roadway and to advertise for bids as soon as possible. We then inspected the Jaffers bridge in section 7 in the Town of Dunham and decided that same could be repaired by constructing a new north abutment and a new floor system using the steel beams out of the Whipple Bridge and 3 new beams 26 ft. long to make a wider and stronger roadway consisting of a reinforced concrete floor on a 24 ft. span bridge, and we decided . to interview various contractors with the above in mind. We then Inspected the Davidson Bridge in section 18 in the Town of Dunham and decided to put In 2-5 ft. diameter corrugated pipes 32 ft. long instead of a concrete bridge, and instructed the County Supt. of Highways to order same, and the Town of Dunham agreed to do the filling, the County to pay for preparing the bed and setting the pipe in place. Your Committee again met at the site of said Jeffers Bridge on the 22nd lay of July with Contractor B. Gierti and he was favorable to doing the work but could not start for at least 2 months, so we decided to take the matter up wTfh a contractor from Cherry Valley, III., and he gave a figure that seemed too high and could not start at once. We again met at the site of the Jeffers Bridge on the 3rd day of August with a representative of the E. M. Melahn Construction Co. and he agreed to give us a figure on repairing said bridge including a new abutment built to the State plan formerly used on the Nlhan Bridge in the Town of Hartland. McHenry County, 111., within a few days. We then inspected the Davidson Culvert in section 18 Town of Dunham and found same completed and decided to accept said work and materials on behalf of McHenry County. Illinois and we recommend that the County Clefk draw an order on the County Treasury In favor of the W Q. O'Neall Co. of Illinois for this sum of six hundred forty- six dollars two cents ($646.02) for 2-5 ft. diameter corrugated metal culverts 32 ft. (each) long and an order in favor of the Treasurer of the Town of Dunham in said County for the sum of $25.00 for preparing the bed and installing the above culverts. Payment of the above two bills will discharge the obligations of, McHenry County, Illinois in the matter of the construction of said Davidson Bridge. Your committee again met at Woodstock, 111 . with E. M. Melahn of the E. M. Melahn Const ruction Co. of Algonquin, 111., on the 7th day of August, 1937 and awarded the contract for the repair of the Jeffers Bridge above mentioned in accordance with the foregoing plan and specifications for the sum of $2620 if pilgs cannot be driven or $2870 with 22 piles under the north abutment, which said abutment is to be built wide enough to accommodate a 20 ft. width concrete top In the future, the bridge to be 24 ft. clear span with a 6 inch concrete floor reinforced Willi steel. No person once admitted to the said McHENRY COUNTY F.VRM HOMK VND HOSPITAL shall be discharged therefrom except through the order of the supervisor of - the township from which said person was committed. In he event that any such person shall leave without such order the superintendent. shall immediately notify the upervisor concerned. Rule 4. , No inmate nor patient of said McHENRY COl'NTY FARM HOME AMD HOSPITAL shall be compelled against his or her consent, to do manual lalwr therein, but all inmates who are perfectly able to do so should l»e encouraged to do such manual labor therein as his or her physical health shall permit. Rule 5. All applicants for admission to the said McHENRY COUNTY HOME shall immediately upon entering said institution submit to an examination to be made by the county physician appointed by the Board of Supervisors of McHenry County which examination is hereby made compulsory in the interest of the general health of all the inmates therein to determine whether said applicant is suffering from any contagious or infectious disease qr from any other cause which would render said applicant detrimental to the other inmates therein. ^ Rule 6. There shall he appointed by the Board of Supervisors at its regular meeting in December of each year a Superintendent, a Matron, a County Physician and a supervising Nurse whose terms of employment shall be for one year from March 1 to succeedng March 1, or antil re-appointed or replaced. Rule 7. Upon the appointment of. any of the •tbove named appointees said committee shall enter into a written contract with such appointee which contract shall contain In substance the duties of said appointee. But said committee shall not be limited by said contract to the general rules herein prescribed In resard to the requirements of said appointee but they may Include such other conditions, not Inconsistant with the general rules therein, as In their judgment would best serve the Interest -of the people generally. And thecommlttee may require such guarantees of the fulfillment of such contract as in their judgment would be for the best interest of all concerned. Rule 8. The committee In charge of the McHENRY COUNTY FARM HOME AND HOSPITAL shall have full nower and authority to make a temporary appointment in case of death, resignation or •uiv other cause of any of the above named appointees in sain Institution until the next meeting thereafter of the Roard of Supervisors of the County of .McHenry at which meeting said committee shall report with recommendation In regard .thereto. Rule 9. The committee In charge of the Mc HENRY COUNTY FARM HOME AND HOSPITAL shall have power to suspend any appointee for infraction of •>ny of the rules and regulations governing said institution or for any other willful dereliction or neglect of duty or for violation of any contract made and entered into by said appointee with said committee, in which case the fees or salaries of such suspended appointee shall cease until action has been taken thereon by the Board of Supervisors. Rule 11. Necessary employees in the institution other than the above appointees may be hired and discharged bv the •onimittee without action by the Board. Rule 12 I All fees, wages' or salaries for the Above appointees or enjployees shall be letermlned by the Comtnlltee in charge of said institution subject to the approval of the Board of Supervisors. All purchases and sales of propertv belonging to the McHENRY COUNTY PA RM HOME AND HOSPITAL shall he under the supervision and direction if the Committee in charge of the business of said institution I>atlea of Superintends** The Superintendent shall during the term of his employment give all his time, devotion and attention to the nroper conduct of the McHENRY COUNTY FARM HOME AND HOSPITAL. He shall see that all the employees on the Farm and In the Home perform the duties required of them by the committee He shall see that the inmates of said home are furnished with proper food, properly prepared, and in that such inmates are kept clean and neat in their persons and dress. He shall '\irnlsh proper food for patients in the hospital under the direction of the Supervising Nurse. He, shall cause the work on the County Farm to be done in a proper and husband-like manner, tinder the direction of said committee. He shall see that the McHENRY COUNTY FARM AND HOME are kept neat and clean and that the "lothing of the inmates Is properly washed and mended whenever necessary. He shall furnish necessary Janitor service for the ho«pltal. . He shall keep the building and premises generally In proper repair ; attend to the butchering of any hogs, cattle >r other animals or fowl killed on said 'arm and see to It that the meat therefrom is properlv cured and kept on said premises: t ike good care of all stock on -satflt firm and care for all nrovislons that are provided for said •nstitutlon, preventing waste and using such care of all property placed under his control as said committee shall require. He shall make no purchase of any kind without direction from the committee in charge and in cases where purchases are so authtorized he shall •nake and deliver to said committee an 'temized bill showing the name of the ourchaser, date, amount of purchase ind the price thereof. McCONNKIX The Chairman presented read a communication from the State Denartc, ment of Public Welfare outlining i»SijTi"i tail the procedure to be taken by <.the Board of Supervisors in the selection of a County Superintendent of Public Welfare. After some discussion It was regularly moved by Supr. Harrison and duly seconded by Asst. Supr. McConnell that the Chair be instructed to appoint a committee of five Supervisors to receive applications and that said comr mittee proceed immediately, and to report applications that they feel are qualified to the September meeting of this Board. Said motion was declared unanimously carried. The Chairman asked the Indulgence of the Board in the appointment of the Committee, and that he would some time later make the appointment and notify the members The Chairman stated that within the very near future It was the Intention of "the Federal Government to discontinue all W. P. A. projects In rural areas and concentrate the W. P. A. Activities In the larger cities, but in his opinion there was one project in McHenry County known as the Sewing Unit that was a very worthy project, nnd Mrs. Marjory Jordon of the Rockford office, W P. A. w»uld now address the Board with regard to said matter. Mrs. Jordon outlined in detail the work being done by the Sewing Project, stating that there were approximately twelve women employed and that with an expenditure of about three hundred dollars per month to be made by McHenry County, she was quite sure that the project could be continued. The Chairman then read a report showing the activities of the project over a period of a year. A general fdlscusslon was then had with regard to said matter. Aaron Kohls, District Supervisor of the Federal W. P. A. located at Woodstock, 111., addressed the Board and stated that all Federal Projects in the County were to be discontinued as soon as possible and that In his opinion this should not* be done for the reason that there were very many worthy projects yet to be completed. He further stated that it was the plan of the Federal Government to / concentrate their W. P. A. Projects into a larger area. After a general discussion in regard to said matter it was reuularly moved by Supr. Kuecker and duly seconded by Supr Turner that the Relief Committee of the Board of Supervisors he instructed to immediately contact the W. P. A. authorities at Rockford and other counties in the district to see if somethting could be done to continue the projects in McHenry County. Motion declared unanimously carried. Supr. Palmer. Chairman of the Committee on Noxious weeds, stated that his Committee In some localities in the County were receiving splendid cooperation but that in other localities their program h.as not been followed through, and that he wondered if the Board- wanted them to -continue: that there was still a lot of work to be done. The Clerk then read a proclamation from the Government of the State of Illinois, declaring the two weeks period from August 8th to 22nd as "Weed Destruction Days." It was suggested bv Supr. Ackman that the Committee visit with the Kane County authorities to see if something could be done in their county. Supr. Stockwel] was of, the opinion that the law'should be changed hack to the way It was in the first place for the reason that It was not possible now to pet results onlv through a suit, and that under the old law the thistle commissioner could have the thistles cut on property and add the expense to the pronerty owner's taxes Asst. Supr. Rosenthal stated that if the township thistle Commissioner was not interested in the proers"i that he should be thrown out of office and a new commissioner apoointed. ,lt was the opinion of the Board that the Committee should continue with their work in riddlnsr the county of noxious weeds.
