Said motion was duly seconded by Asst. Supr. Rosenthal and declared unanimously carried. A certified copy of the report of the Grand Jury for the September Term of the Circuit Court, 1937, was read and Ordered placed on file. Supr. Turner addressed the Board and stated there was a piece of road, starting at Greenwood Township to Trvon's Corners in Hebron townhin that was previously surveyed for black tonning and wondered If something could be done to have same completed tn the near future for the reason that the improvement is much needed in his townshin. The Chairman addressed the Board and stated that he and Supr. Palmer, together with their township Highwav Commissioners attended the Supervisors and Highway Commissioners convention at Springfield recently, and that he would now call upon Supr. Palmer to outline to th» Board the various changes in the law that affect the township. Supr. Palmer then outlined in deail the purpose of the association and he tendency of present legislation owards the centralization of State and County Government and how they did in the last; session of the legislature defeat several bills that seriously affected Supervisors and Highway Commissioners. Supr. Palmer further stated that the convention was Informed that the chanere in law pertaining to the salarv nf Highway Commlssirtner only affected Kond Issue Roads. After a general dlsussion with regard to said matter It was regularly moved by Sunr Ackman and duly seconded by Supr. F. T.. and found same completed substantially in accordance with plans, specifications and contract and decided to accept same on behalf of McHenry County, Illinois, subject to the approval of the State Division of Highways. We then Inspected gravel recently pulled out of the creek on the Palmer Estate farm "in the Town of Chemung. Your Committee again met at Woodstock .Illinois, on the 8th day of November 1937, to receive bids for the construction of the Anderson Bridge 011 the State Aid road over Rush Cr£ek in the Town of Marengo, known as Section t6B M. F. T. The bid of Deckert & McDowell of Chicago, Illinois,' was t he last b|d opened and also the lowest bid received in the sum of $11,771.68 but they sent a telegram withdrawing their '•'d which was received at the C. & N w. Ry. depot at 11:16 A. M., and had same been delivered at once to the Court House the bid would not have been opened. Five bids hpd been re ceived up to 11 o'clock A M., when we started to open them. ' While we were ref>d<nr» the third bid a man -Walked in and liid another bid on the table and said he had been delayed on account of the '-ntr. We went on with the opening of the bids and upon the advice of the norfv renresenting the State Division of HlKhwnvs we did not open the bid that came In late, but returned it and the nartv bringing In the same claimed that It was a lower bid than any of tb"«e read. We then further examined the north abutment and- the said Highway Commissioner preferred to repair same by a concrete wall along the outside of the northwest wing and in front of the west half of the abutment. Peter Porten, a Subdivision owner in Nunda Township, addressed the Board and stated that it was impossible for him to get any cooperation from the Highway Commissioner of Nunda Township in the repair and upkeep of the roads in Hickory Knoll Subdivision and wondered if the Board of Supervisors had any jurisdiction or responsibility with regard to said matter. Mr. Porten further stated that the County Patrolman in his Township, did, in some, cases, grade roads In subdivisions. Supervisor Kuecker, Chairman f the Road and Bridge Committee, Informed Mr. . Porten that the County Highway Department had no right to do work only on patroled roads, and that if any patrolman was grading other highways, he or his Committee did not know about it. After some discussion, it was regularly moved by Supr. Wright, and duly seconded by Supr. Turner that said matter be referred to the Road and Bridge Committee for investigation. B. McCONNELL &-"• '•••H. M. TURNER Petition for a road Improvement s McHenry Township signed by approximately 80 residents and property owners, was presented to the Board. Supr Freund stated that the residents of his Township were very anxious to have the road repaired by blacktopping the same: that there was a great deal of travel on it, and that he felt that due to the amount of gas tax paid by the people in his Township, that they were entitled to the . improvement. After some discussion, it was regularly moved by Supr. Turner and duly seconded by Supr. Clawson that said petition be placed on file. Motion carried. Supr. Freund again addressed the Board and stated that he felt that some investigation should be made with regard to said matter, and that the improvement was very much needed, after which it was regularly moved by Asst. Supr. McConnell and duly seconded by Supr. Filip that the petition be recalled and referred to the Road and Bridge Committee for Investigation and report. Motion declared carried. The Chairman addressed the Board and stated that he felt that It was very Important for the Right of Way Committee to keep in touch with the State Department with regard to the Federal Road Building Program, so that McHenry County will l?e sure to get its share of road improvements. A deles-ntlon of business men of the City of Harvard, headed by the President and Secretary of the Chamber, of Commerce, Attv. James J. McCauley, and Post Master,John T. O'Brien, apneared before the Board. The Chairman called upon Mr. O'Brien, a former member of the Board of Supervisors. Mr. O'Brien addressed the Board and stated that there were approximately SO business men in the delegation that wished to extend to the Board for ihe people of Harvard their thanks for the splendid cooperation given by the Right of Way Committee in their effort with regard to the viaduct project on U. S. Route 14 in said City over the Chicago * Northwestern Pail wav Risrht of Way. Mr. O'Brien further stated that the delegation Just came back from the office of C. H. Apple. Engineer of Design of the State Highway Department -f Tllinois at Elgin, and that Mr. Apple informed them that the Highway Department was very much in favor of the construction of the viaduct, and 'hat upon the local authorities securing the Right of Way, It would then be the ^fate's project. Attv. Tames J. McCauley then addressed the Board and outlined in detail the importances of •he improvement requested. stating thnt the intersection was one of the most danirerous in the State of Illinois, ind that many lives have been lost by •iccident. He further stated that in the event U. S. Route 14 was constructed '•round the City of Harvard, that the business men would suffer greatlv. and •hat it was the opinion of the delegation present, that the cost of Right of Way would be as much or more than * he improvement as now being contemnla'ed. The Chairman addressed the delegation and stated that he was elad to see so manv present: that it showed they were interested in the improvement which he believed to be very worthy, ind that he would now call ltnon Supr. * ok man Chairman of the Right of Way Committee.
