This is the largest year-to-year change in more than a decade. Taxes per $100 of real estate value declined slightly In 1945, principally because of rising land values. Changes in taxes per acre for the individual states, were characterized by a wide range of increases. In only two states did taxes per acre decrease from 1944, the decline being small in each. The pressures that led to increased taxes in 1945 are similar to those which brought sharp incressss during and immediately after World War I. But there are certain significant differences between the tw • periods. These differences relate particularly to the position of property taxes in the state and local revenue systems and to the allocation among the levels of government of fiscal responsibility fqr various functions. In contrast to the situstion during the World War I period, man# states have been relying heavily upon motor fuel, income and retail sales taxes.
