Powell president, announced reoentl$\ The recommendations also received the endorsement of the Licensed Practical Nurse Association of Illinois at their recent convention, according to Mrs. Jean D. Corcoran, president. "We are offering our fullest cooperation to the Illinois State Nurses' association in trying to improve the civil status for nurses in the State of Illinois for the mutual benefit of both registered professional nurses and licensed practical nurses^" Mrs. Corcoran •aid. . The ISNA Wil Circulate questionnaires to all governmental units of the state in order to gather additional data on civil aervice practices as* they app!y to nurses. "Investigation discloses that many nurses employed in the health and welfare programs of the various governmental units in Illinois are not covered by civil service. Other nurses employed under'Civil service status have found it, as it applies to nurses, to be weak and unsatisfactory," the ISNA spokesman •aid. Since these circumstances offer * minimum degree of security for nurses, governmental health and welfare programs have found it difficult to obtain, and hold, sufficient qualified nursing personnel. The" ISNA feels that this situation affects not only the welfare of nurses hut the public also through the quality and continuity of rursing services. "Because of these conditions the Illinois State Nurses' association has outlined the following recommendations as its goal to help improve civil service status in Illinois and as suggestions for future programs of the governmental units in Illinois under Civil service regulations: 1. That civil service toe extended to cover all registered professional and licensed practical nurses employed by governmental units in Illinois. 2. That adequate minimum standards of preparation Ibe established to qualify both registered professional and licensed practical nurses for civil service examinations. 3. That all civil service examinations given registered professional and.tlic^sed practical nurses by governmental units in Iflibe examinations obtained . • 1 from approved professional souroSs, such as the American Public Health association and the National League for Nursing. 4. That a program of continuous recruiting and examining be established for nurses by governmental units in Illinois to provide for the immediate testing of all available applicants for civil service status and the immediate appointment on a permanent basis of all successful applicants. 5. niat\the personnel policies of all governmental units in Illinois as applied to registered professional and licensed practical nurses meet the standards recommended and published by the Illinois State Nurses" association in 1952. In order to accomplish these goals the ISNA will contact other associations and organized groups under civil - service status in the state and ask for their cooperation. "It is the hop*4 of the Illinois State Nurses' association that this procedure will be the first step in arousing public opinion and in gaining a more comprehensive civil service program for Illinois," Miss Powell said.
