It can also be spread if saliva from a rabies victim comes in contact with open scratches or with' surface of the eye. Rabid dogs are the most common sources of infection. Q: Is this disease dangerous to both human beings and animals? A: Yes. It can kill people, as well as any type of animal. Wolves, foxes, coyotes, squirrels and skunks are spreaders of the disease in some areas. Q: Is rabies fatal? A: Yes, it. is one of the most dreaded of all diseases. However, it can generally be prevented by protective vaccination.- Q: How successful is vaccina Hon? A: Very dependable. Authorities now recommend this control program: All dogs in an area should be vaccinated. Stray dogs should be impounded. Any dogs being shipped from one area to another should be required to have a rabies vaccination certificate. This plan has brought rabies tinder effective control in many communities. Q: How does one recognize rabies? A: Suspect rabies when dogs or livestock behave abnormally. Gentle animals become nervous and i r r i t a b l e . Dogs may have dumb rabies, in which their jaws are paralyzed and their mouths hang open, or the furious type where they want to bite anything within reach. Q: If rabies is suspected, what should one do? A: Contact a veterinarian im mediately. Confine any suspect dog or farm animal. Do not kill the animal. STATE SECRET AftY ASKS COOPERATION OF POLICE, COURTS , The Secretary of State's office, must have the cooperation of local officials to remove reckless, careless and incompetent drivers from the highways, Secretary of Stat? Charles F. Carpentier told delegates to the Illinois. Municipal .League's annual convention at "Springfield recently. "We cannot revoke the driver license of the most dangerous driver in the state unless we know who he is," Secretary Carpentier said. "And we must depend upon local officials -- police and the courts -- to tell us who he is by reporting all convictions for traffic law violations." Mr. Carpentier described the new Drivers' License Law as "a good one, intended to enable the state of Illinois to deny habitually reckless, careless or incompetent drivers the privilege of using our streets and highways." "It will do exactly that," he said, "if those drivers are identified for us at the local level, the only place where they can be identified." ^ ^ Secretary Carpentier urged the delegates to do a conscientious job of serving the public. New services should not be started, even though there is a great demand for them, when there are no funds to finance them, he said. "Local officials must give the people facts, tell them that a new service means added expense an$ added expense means higher taxes. Then let the people decide through rferendum whether the proposed service is worth the cost," Secretary Carpentier said. According to the National Board of Fire Underwriters, losses last year totaled $864,863,000, an increase of 6.1 . per, cent, or $50 million, over 1952's total of $815,- 134,000--an increase reflecting a single major industrial fire. ' Fires in 1953 totaled 918,304, 7 per cent less than, 1952's 983,733. Efforts have been helped by the National Hoard of Fire Underwriters, whose activities are carried on through a dozen "or so major committees, composed of key representatives of the capital stock fire insurance business. One of the most important of these committees deals with fire prevention and engineering standards, including municipal surveys of firefighting and fire protection facilities of the nation's larger cities. Municipal surveys were first started as an outcome of the Baltimore conflagration on Feb. 7, 1904, and in the fifty years since then the National Board has .surveyed and maintained up-to-date reports on some 500 cities of over 25,000 population.
