But, even so,' probably no one would challenge the statement that much more needs to be done to equalize the assessment of „ property in Illinois. We can expect the value of certain kinds of property, such as land, to vary. It is easy to understand why land has different market values in different section? of the state. Soil typ& topography, fertility level and climate all affect land valuations. In 1953, for example, the average assessed land value was $231 an acre in Macon county, 111., $174 an acre in LaSalle county and $40 an acre in Marion county. It isn't so easy to see why other kinds of property vary so widely in value. For example, in 1953 the average assessed value of cattle ranged from $148 an animal in Will county to $15 an animal in Pulaski county. Assessed fcwine valuations ranged from $40 an animal in William-, son county to $4 an animal in Pulaski county. Average assessed value of passenger automobiles varied from $942 in Wabash county to $258 in Morgan county. These are equalized valuations, and some variance can of course be anticipated." We know that livestock differ in weight and quality throughout the state and that the more well-to-do farmers buy more expensive cars. But it is logically impossible to defend such a wide spread in valuations as exists today, particularly in personal property. In order to treat each county equally, the State Department of Revenue has to use a system of multipliers to bring each county assessment rate up to the same level. At present, thirty counties are assessing property at full value assessment. For example, other seventy-two counties are assessing at from is to 97 per cent of full value. Multipliers bring these counties up to full vallue assessment. For example, a county assessing at 25 per cent of full value would be given a multiplier of 4. On the surface this system seems to be fair. But there are some serious objections: (1) personal property, such as cash, bonds, livestock and equipment, is not considered in determining a multiplier; (2) "Large multipliers have been "sticky," changing very little or not at all through the years; (3) Multipliers have not kept pace with economic conditions, and therefore a multiplier of J. now means an assessment at only 50 to 60 per cent,, pf full market value. It is important jLha^t-ualuations for similar property be made uniform throughout the state either by full-value assessment or by use of up-to-date multipliers. One good reason is that several hundred of the state's school districts overlap county boundaries. Each school district sets one tax rate for the entire district, but each county sets its own' value on the property that is assessed.
