The Illinois Commerce Commission has announced that Northern Illinois Gas company will adjust its rates by reducing the "cost of purchased gas adjustment factor" in its rate schedules, resulting in refunding approxi- : mately $900,000 to the utility's 4?5,000 gius customers in northern Illinois over the next twelve months. The adjustment factor Will be reduced to reflect a lower cost of gas a6 well as the $900,- 000 refund. The total amount of . the refund and the reduction will be in excess of $1,500,000 for the twelve-month period. This action results from a ruling by the Federal Power com- 0 mission }n Washington, which limits the Texas Illinois Natural Qas Pipeline company, one of Northern Illinois Gas company's suppliers, to a wholesale rate increase of $2,916,484, slightly 16ss than half the $5,857,591 increase it had sought. Northern iilinois Gas had been paying the higher rates under bond and the refund to be made by it- is based oh the company s portion of the pipeline refund, including interest, which has accrued since Feb. 1, 1954. Since that date, the purchased gas adjustment factor has included the increase in the price of natural gas which had become effective under bond. George R. Perrlne chairman of the Illinois Commerce Commission, pointed out that this is a good example of the flexible operation of "cost of purchased gas adjustment" provisions in rate schedules which permit raising or lowering of utility customer's rates in accordance with changes in rates of pipeline companies supplying natural gas, and also provide a means of making refunds to customers when the gas company receives a refund from its natural gas suppliers. Marvin Chandler, president of Northern Illinois Gas, announced that the utility would begin billing on the new basis immediately. Large industrial and commercial customers whose meters axe •read each month will receive their first bills affected by the change in January, and those customers billed on a bi-monthly basis, in February. The reductions will be individually small, Chandler pointed out, and will be accomplished during the next twelve months through a reduction in the cost of gas factor instead of a separate credit iteth on the gas bills. CHARLEY GRANT With accidents occurring every minute in tfie home, office and street, everyone should have some knowledge of the basic principles of first aid, the educational committee of the Illinois State Medical society observes in a health talk. In the event of an emergericy, a physician should be called at once. Until he arrives, however, there are spme fundamental procedures that can be folldwed to cart for accident victims while awaiting a doctor or an ambulance or while transporting injured to. the hospital. Good judgment is essential, because it is Equally important to know what hot to do, but simple knowledge of how to stop bleeding or prevent shock or exposure may save a life. Certain factors enter into the picture of an accident victim. In an automobile accident, for example the condition of the patient, the position in which he is found, the possibility of added injury and the likelihood of exposure to cold of dampness should be the first consideration. The victim should not be moved, unless it is necessary to remove him from new danger. He should lie flat on his back and be kept warm. If vomiting occurs, turn the head so that the material will not be drawn into the windpipe. The symptom of shock are a told, clammy skin, listlessness, general dulling of all sensibility, weak and rapid pulse and irregular gasping breath. In shock there is an insufficient supply of blood to the brain and heart. The patient should be placed in ta position to encourage the flow of the blood to the brain. Do not put a pillow under the head of a patient in shock, but place him on his back with his head low. Do not attempt to help th^ patient to sit up. Keeping the p&tient warm is essential, using any convenient covering, eVen newspapers if nothing else is available. Never pour liquids down the throat of an unconscious person. Aromatic spirits of amtfiCttiia soaked in a handkerchief or smelling salts held under the patient's nose, may be used. When the victim revives, a Scant teasponnful of aromatic spirits of ammonia in a half glass of water is . a safe stimulant in shock. Coffee and tea are also good stimulants, given as hot as possible and a spoonful at a time until about a cup is consumed. Scratches or vdeep' wo should not be" treated lightly," cause of the germs that may gain entrance afld cause severe infections. Frequently sterile gauze or essential antiseptic substances are not convenient on the scene of an accident. Until the physician arrives, every care should be provided to prevent contamination. If bleeding occurs, remember that blood from veins is bluish red in color and, flows steadily, not in spurts. The blood from a cut artery is bright red in color and comes in spurts. For bleeding from veins press hard with the fingers on the side away from the heart. For bleeding of an artery, the pressure should be applied on the side -toward the heart. Effort should be made to stop' bleeding, because the loss of even a quart of blood may be fatal. A tourniquet may be applied to control hemorrhage. The tourniquet should be a flat band at least ait inch wide. It is applied by encircling the injured limb above the point of bleeding. A necktie, a stocking or a handkerchief will make a satisfactory temporary tourniquet. Never use a rope or cord because of the possibility of further injury. By twisting a stick in the knot, the tourniquet can be tightened, but great care is necessary, for this, application can be dangerous and should be used only when the bleeding cannot be stopped by finger pressure. If a tourniquet is used compress it only enough to halt bleeding, and release* it a little for a minute or two every ten or fifteen minutes. If called oa-to apply firat aid, too much emphasis cannot t>4| placed on the fact that, when doubt -- do nothing. See that a| physician is called at once.
