The bill awaits only the governor's approval before becoming the law of the land. But what a long and perilous road the "bill" has had to travel before its enactment into law. Here is how it goes: A member of the General Assembly, say a Representative, has an idea for a new law. First, he should present his ideas to the Legislative Reference bureau, a non-political state department, headed by Jerome Finkle and assisted by a corps of talented young lawyers. The Legislative Reference bureau drafts the bill in proper form, and advises relative to the existing laws which the new bill will amend. Constitutional aspects will also be called to the legislator's attention. Five typewritten copies of the new bill are then turned over to the member and it' is ready for introduction. If a Ilouse bill, that is a bill to be introduced in the House of Representatives, the principal spQpsor signs his name at the top. and others who may be willing to '.'join in" the bill, may Sign their names underneath. On each legislative day the clerk calls the roll "for the introduction of bills." When the member's name is called, he. may rise and intone "Mr. Speaker." The member is recognized by the polite phrase. "The Chair Tecognizes the gentleman from Lake." A pageboy takes the bill to the clerk's desk, where it is given the succeeding House bill number, and the bill is then read by title. The Speaker may refer the bill to the appropriate committee immediately or later in the day. At a later date, the bill is considered by the committee to Which it was referred. Testimony may be heard on assigned days on behalf of the "proponents" «n4 the "opponents" of the bill. At the conclusion of the hearings tihe chairman calls the roll upon a motion that this bill do pass or that the-bill do not pass. The • committees recommendation is then included in the committee's Teport to the House within the ensuing ten days. The bill is then on first reading, and after again being read by title by the clerk of the House, it is "advanced" to second reading. Ordinarily the bill will not be read a second time until the principal sponsor of the bill Wishes -- and then only if the Speaker agrees. Second Tedding is the amendment stage of the bilf^ -- and the bill is put to a crucial test. It may take on amendments so that the bill no longer resembles its former self. Even the title may be amended, as well as almost the whole body of the bill. A frequent and fatal amendment is to delete the enacting clause. If this essential clause of the bill is deleted, the bill is dead. If, however, the bill survives a second hearing (by title of course! the bill goes on to third hearing. The bill is then at the passage stage or "third reading." The sponsor and the Speaker determine when a bill shall be called on "third reading." When called, the sponsor explains the bill, answers questions and "debates" the measure before the House. Sometimes these debates are extenstve and prolonged. Any member who desires may participate in the debate. But the sponsor always has the privilege of closing the debate. Then the roll is called, or in other words the members press the buttons on their desks to the "Yea" or "Nay" position. A "Yea" vote is recorded by a green light opposite the member's name on the electric roll call chart on either wall adjacent to the Speaker's rostrum. "Nay" vote turns on a red light opposite the members name. If the measure receives 77 or more votes the bill passed the House.
