HARDEST BUSIEST CHEAPEST WORKERS IN TOWN PLAINDEALER WANT ADS •MEDICAL DEDUCTIONS The 1954 income tax law has liberalized medical deductions and the changes are really helpful to people with big hospital and doctor bills. You can deduct all medical expenses over 3 per cent of your adjusted gross income. Until now, you had no medical deduction until you ran your bill over 5 per cent of your income. Also, the top limit on your medical deduction is now doubled. To claim medical expenses, you are required to itemize your deductions, and this means you will have to file long form 1040. A medical deduction cannot be claimed if ycu file the short form 1040 or 1040A, for on both of these forms this allowance has been worked into the standard deduction and the tax t.able.- For Taxpayers Under 65 Let's consider the situation for taxpayers under 65 years of age. Under the old law, you were allowed to deduct only those medical and dental expenses which exceeded 5 per c-er.t of your adjusted gross income, up to $1250 for each exemption. Under the new law, you are allowed to deduct medical and dental expenses which exceed 3 per cent of your adjusted gross income up to ? maximum of $2500 for each exemption. You may have up to a limit of $10,000 for four or more exemptions. However, in considering these exemptions, exemptions for over 65 or blindness do not count. Change in Drugs and Medicines The allowance for medicine and drugs has also been changed. Under the new !uw these can be treated as medical expenses to. the extent that they exceel 1 per dent of your adjusted gross income. The excess over 1 per cent, together with other medical and dental expenses, is subject to the 3 per cent minimum and $2500 limitation for each exemption claimed by the taxpayer. Taxpayers over 65 whose medical expenses include medicines and drugs will have lower deduction because they are not subject to trie overall medical expense limitation of 3 per cent, but they are subject to the 1 per cent reduction for medicines and drugs. Allowable Medical Expenses Allowable medical and dental expenses include any expenses incurred primarily for the prevention or alleviat'on of a _ physical or mental illness or defect. These will include payment of expenses for hospital, nursing, medical and dental services, surgical and laboratory services, and other diagnostic and healing services. Yes, these items are allowable as medical expenses as well as medical and dental supplies such as artificial teeth and artificial limbs, ambulance hire, and transportation primarily for and essential to medical care. Allowable expenses include payments for services rendered by physicians, dentists, surgeons, optometrists, chiropractors, osteopaths, qualified psychologists, and authorized christian science practitioners. Deduction of Premiums Yes, a person may deduct premiums paid for health and accident insurance which provides that he shall be indemnified for the cost of medical care. But he may not deduct as medical expense the premium on health- and accident insurance which indemnifies him solely for loss of earnings. Funeral and burial expenses are not deductible as medical expenses. Expense of special training in speech and lip reading is deductible as medical expense. It is considered to alleviate the loss of speech attributable to deafness and to compensate in part for the loss of the sense of hearing. Transportation Expenses Transportation expenses primarily for and essential to medical care qualify as medical expenses, but this, of course, does not include the expenses of meals and lodging while the patient is away from home unless these expenses are included in the hospital bill. Transportation expenses incurred for medical care of a minor are deductible. If it is necessary for a parent to accompany the child, because of the physical condition or immaturity, such expense incurred by the parent is also deductible.
