Constitutionally, .both the Senate and House are identical in their powers. Either chamber may initiate legislation. And the concurrence of the other legis-' lative body is necessary in order to enact any new law. Even though the Senate and House should each pass, "identical" bills, the result is nil. Both must favorably on the otope biH ore it can be passed. Unlike the national Congress in which appropriation and revexnie bills must originate in the House of Representatives*. either branch of infe Illinoia General Assembly may originate such measures. Frankly, the principal difference is this: State senators are elected for four years, representatives for two-year terms. The -^jifehaWrs from even numbered senatorial districts are elected in ojie biennium and those from odd numbered districts In the following biennium. Thus, only half of the Senate members are subject to change at each biennial session, whereas the entire personnel of the House is capable of being replaced every two $ars. As' a consequence of this system of cumulative voting, the minority political party is always well represented numerically in the Illinois General Assembly. The 1992 RepabHean landslide resulted in a Republican majority of only 87 to 66, the largest s jnajority in the Illinois florae, of Representatives in reCCSit history. Even in the days of greatest democratic power fix Illinois (1935), tiie Democratic majority in the House of Representatives . was only 85 to '68. The present Republican majority is 78 to 74. Rep. NoWe W. Lee, an authority on constitutions! law and political science, attributes Illinois legislative conservatism to this political balance maintained in our Illinois House of Representative*. It is virtually impossible for the governor to control a legislative body eo evenly drawn. from both major political parties. P f , Despite frequent criticisms of 'the enactments of our' Illinois .(General Assembly, it has engaged in few radical or wildeyed measures as compared to our federal Congress or the Legislatures of most other states. (Much of this stability may be attributed to the oft criticized cumulative voting Which has kept close party balance in our Illinois House of Representatives. , A major difference in our two legislative branches exists with respect to presiding officers. J. William Chapman, the presiding officer of the state Senate, is the lieutenant governor, a member of the executive department, who is the first successor to the governor's seat. On the other hand, the Illinois House of Representatives elects, a presiding officer from among its own membership who is designated "Speaker". The Speaker Is the "virtual dictator of the Illinois House of Representatives (although the present incumbent, Warren Wood of Plainfield, possesses none of those characteristics), However, the lieutenant governor is a mere figure head in the "state Senate and is authorized to do little more than preside over the deliberations of that body. The most powerful figure in the state Senate is the president pro tempore, who never presides except when the lieutenant governor is absent. But even the president pro tempore of the Senate does not possess as much authority as th^t of the speaker of the House. •For the speaker individually names his own majority, leader, and the personnel of every House committee. In the Senate, the majority whip is elected, and a committee on committees decides who is to serve on each of the Senate's twenty-six standing committees. The fate of many bills is decided by the committee to which it is assigned. In the House, the right to assign bills to onfe of several committees is in the exclusive control of the Speaker. In the Senate, il Committee on Assignment 61 Bills decides to which of the standing committees a measure is to be Assigned. State Senators and members of the House of Representatives are all "members" of the Illinois Gefteral Assembly and references to the "upper" House and lower'* House are essentially an illusion.
