Mix just to moisten all rice. Cover and remove from heat. Let stand 13 minutes. Add butter, mixing lightly with a fork. Meanwhile,, combine soup and milk' in saucepan. Heat, stirring occasionally. Add tuna fish, green beans, and pepper. Mix and heat thoroughly. Makes 4 or 5 servings. Serve Over the Rice.
