m fi-r* 8g*tM By State Senator Robert McClory Have you ever attended a session of your Illinois General Assembly? If you have, then perhaps you have wondered jtist what was going1 on. And, if you haven't, tlhen you have missed seeing one of the greatest shows on earth. For the benefit of the many persons who have visited sessions of the state Senate and House of Representatives recently, especially the many school children, it seems appropriate !to explain what was taking place. Of course, at the opening of each session there is a brief prayer by a minister, priest or rabbi who <has been selected to serve as. chaplain of . the House or Senate for the week's session. A recent visitor to the state Senate, after hearing the opening, prayer, inquired "Does the minister pray for you every morning?" To which one of our alert Senators replied -- not inappropriately, "Oh, he doesn't pray for us, he prays far the people." A visitor in the gallery may well consider that the jifcayers are sorely needed. Indeed most 'members appear to feel the0need, as tJhey are generally at their desks at this time -- and the chamber is free of any noise. But a visitor who stays to hear "First Reading of Bills", "Introduction of Bills" and frequently "Second Reading Of Bills", and then leaves, will have received A. poor and quite erroneous impression of our state Senate and House of Representatives. He Will hear the clerk of the House or secretary of the Senate reading at great length to members who are paying little or no attention. At such times members may be observed milling about the floor of the House or Senate Chamber, reading newspapers, or talking with otftoer members. ; This certainly -appears to be organized confusion. > Some visitors go away amused others are exceedingly disturbed. Only a few seem to understand that moBt members know exactly what is going on. You see, "first reading" and "second reading" of bills are constitutional requirements. But the members know in advance what is going " to take place, by sinlply looking over their calendars and digests. Unless important amendments are to be attached! to a bill on "second reading", 'there is no special reason to listen to the long winded first or second reading Of bills, or, for that matter, to the new bills which "are being introduced. The whole complexion of the Senate and House changes when monent comes for "third reading of bills." It is then that the spirited debates occur, iahd the members' oratory reaches its peak. Most senators and representatives are in their seats and paying close attention for these final readings , when the fate of bills is decided. It is only on "third reading" that bills may be passed -- or defeated, and it is only on third reading (with a few exceptions) that the roll is called, and1 the members must at last make up their minds to vote "Aye" or "No". Whereas tCve Senate and House appear to be completely disorganized on "first reading" and "second reading" of bills, when it comes to "third reading of bills", there is generally order, and decorum. At least, an observer in the gallery would be sure that the members knew what was going on. -Frequently the final debates on bills represent dear expositions of the divergent political philosophies of the Republican and Democrat parties. Sometimes the debates reach highly dramatic and emotional • peaks. At the conclusion of tfce debates the members and, indeed, the gallery are well informed on the issues involved in the bill or bills .under- consideration. Senator George Drach of Springfield reminded his colleagues the other evening that the regular visitors to tjie Senate gallery are some of his friends from Springfield. He added that although there is other entertainment at the local 'theaters, toey prefer the Senate gallery because they find that to toe "the funniest show fh town." If the Senate and Hovise are, indeed, a funny show, it is because they are like any great comedy in which «hfe Author combines tragedy and comedy, seriousness and levity. From the opening prayer to the final a)3>- journment the Senate and House move forward -- sometimes belter skelter, sometimes orderly. A brief visit may leave a tfrong impression. This explanation should help straighten out a visitor who has watched us recently -- and wondered -- and should ease the shock of anyone who is- planning to visit us soon. Regular sessions of the House and Senate will continue from Tuesday through Thursday each week until June 30. STUDY HAIL STORMS If you see an unusually heavy Illinois hail storm this summer, please scoop up a panful of the stones and hold them in your freezer long enough for a state Water Survey scientist to come and examine them. This request comes from meterologists of the survey, who are conducting a study of hail storms, with particular reference to determining the usefulness of radar in making it possible to give aidivance warning of approaching (hail storms. Information covering time of beginning and end of hail storms, size of largest and smallest stones observed, size of area covered by hail storms, and photographs that would aid in conveying description of the storms and stones may be sent to State Water Survey, Box 232, Urbana, Illinois.
