Let us take, for instance, an auto traveling at 40 miles an hour on dry pavement in the city or a residential section. . If a child; suddenly darts out po&to the street only 40 feet ahead of you--that's approximately the length of two autos--you would hit the child before the normal reaction time of % of a second had set in and you had applied your foot to the brake. Going at 40 miles an hour, the average driver travels 44 feet before reacting to an emergency. And after having hit the brake and before coming to a stop a combined total of 128 feet would have been covered by the vehicle. This is on dry pavement. On wet pavement, it would take an additional 99 feet to come to a complete stop. Help Fight TB Buy Christmas Seals New Service To Public On Trial Basis By Post Office Department A letter or message can now be mailed inside a package or publication for the first time' in United States postal history, Postmaster General Summenfield said in announcing a new "combination" mail service. Effective since Nov. 28, all the mailer needs to do is indicate the presence of the letter or message inside the package and pay the appropriate postage oh it plus postage for the package' itself. "The familiar phrase, 'we are sending under separate cover,' can now join other nostalgic reminders of by-gone days," Mr. Summerfield stated. "The mailing of two classes of mail together has been permissible for some time through the use of separate but attached envefopes and containers, and will continue to be available. "The new 'combination' mail service, however, meets a genuine need not satisfactorily met by other make-shift arrangements and confusing technical procedures. It is one more improvement to add to the list of more than seventy procedural changes that the present postal management has adopted for the convenience of postal mailers and patrons, and for the betterment of the postal service." Under the new "combination" mail service, letters or other single pieces of either first . or third-class mail may be placed insidef fourth-class parcels or inside copies of publications mailed under second-class mail entry. Letters or other Single pieces of first-class mail may also be placed inside third-class packages. The postage for each letter., and for each single enclosure at the appropriate first or singlepiece third-class rate must be affixed to the outside of the parcel. A - statement reading "firstclass mail enclosed" or "thirdclass mail enclosed" must be placed on each parcel • below the postage and above the address. This endorsement may be handstamped, handwritten, typewritten, printed, or ptlt on by any other method. The enclosures inside the package should preferalbly be placed on top of the other items in the package. Under the old regulation, mailers who found it impractical to use combination containers were forced to use two separate pieces of mail instead of on$, the Postmaster General explained. "We feel certain mailers will welcome this more convenient system for mailing different classes of mail together," Mr. Summerfield added. "Over the years, thousands of letters have been received requesting this kirtd j of service. We are here to serve' the public, and are especially pleased that we can introduce combination ..mailings before the Christmas season when so many Americans depend upon the Department for delivery of their gifts and personal messages."
