All, Out!! & Ladies League The five-cent social held by the Ladies league last Wednesday proved very successful. At,, the meeting, the members all wished Sophie Dykstra a happy birthday. The next meeting will be held on Wednesday, March 6. Another five-cent social is being planned for Wednesday, March 20. Brownies The Brownies have started their work on songs and a play which they expect to present at the mother and daughter tea in May. Auxiliary The auxiliary will hold their monthly meeting on Wednesday, Feb. 7. P.T.A. P.T.A. meetings are held every first Thursday of the month. The next meeting on March 7 is of Special importance to all members. Important topics will be brought to the floor early in the meeting for discussion. The meeting commences promptly at 8 p.m. Socials Are held every Thursday evening at 8:30 pjn. at Wally's for the purpose of obtaining recreational facilities and providing quarters for community projects. Everyone is welcome to attend. Last Call The Lilymoor association's card and bunco party is scheduled for Saturday night, March 2, at 8 p.m. in the Lilymoor Clubhouse. A wonderful evening is planned i for all in attendance. Your ticket can be bought from any member of the association or may be purchased at the door. Happy Anniversary to Mr. and Mrs. Harold Foss, who. passed their sixteenth milestone on Wednesday, Feb. 27. The Norman Morrisons chalked up eleven years of wedded bliss on Saturday, Feb. 23. Pat Morrison celebrated her birthday on Sunday, Feb. 24. Mr. and Mrs. Louis Rogers celebrated their fourteenth wedding anniversary on Tuesday, Feb. 26. On March 10, Mr. and Mrs. Frank Burger will celebrate their wedding anniversary. He was recently awarded a medal for ficst place in the 1957 territorial A.A.U. wrestling tournament at Honolulu, Hawaii. The event was also attended by Sonny's friend, Ron Schmidt, on liberty from the carrier, "Phillipine Seas." 'Twas Blue! Tender to the touch, yet mighty masculine is the little gent who said his first "waaa" to Mr. and Mrs. Andrew Pattellaro at Woodstock hospital. Not being a "sissy," he chose the day after Valentines day, Feb. 15. as his appearance date and shamed the "butcher's thumbs" with an 8 lb. 6 oz. weight. "Hello "lil man!" Pinochle Club The Pinochle club met last week in the home of Helen Para. Winners of the afternoon were Dorothy Wrublewski, Ronnie Romkowske and Ann Brzezinski. Dorothy Wrublewski's birthday was celebrated by the club at luncheon. Congratulations To Mr. and Mrs. Clifford Hyatt, Sr., who celebrated their thirtyninth anniversary on Monday, Feb. 25. St. Joseph Feast The grand feast to honor St. Joseph's feast day will be held in the Parratore home on Saturday and Sunday, March 23 and 24. The celebration of the feast is to be held in true Italian tradition, with invitation to non Catholics as well as Catholics in open house fashion. A beautiful display of Italian and American dishes will be prepared for the feast. The two-day celebration will be<~ gin on Saturday, March 22, with guests invited to enter and view the decorated table and altar. On the eve of th? feast, one of the parish priests will enter to do the tahle blessing ceremony and prayer. As is the custom, one and all are invited to visit on the eve of the feast and pay homage to the patron St. Joseph. On the Sunday, March 24 four neighborhood children previously chosen; will be prepared to portray the saints, St. Joseph, St. Anthony, Baby Jesus, and the blessed mother. Anyone wishing to share the expense of the feasts may do so by phoning Mrs. Parratore at Mc- Henry 951. The expense of the feast will be enormous, to say the least. This question is frequently asked, but rarely answered satisfactorily. Many of the similarities and differences in these two branches of our Illinois General Assembly are not defined in th^ statute book. Constitutionally, both the Senate and House are identical in their powers. Either chamber may initiate legislation. The concurrence of the other legislative body is necessary in order to enact any new law. Even though the Senate and House should each pass identical bills, the result is nil UNLESS both act favorably on the same bid, thus insuring its passage. Unlike the national Congress, in •which appropriation and revenue bills must originate in the House of Representatives, either branch of the Illinois General Assembly may originate such measures. Specifically, the principal difference i$ this: State senators are* elected for four years, representatives for two year terms. The senators from even numbered senatorial districts are elected in one biennium and those from odd numbered districts in the following biennium. Thus, only half of the Senate members are subject to change at each biennial session, whereas the entire personnel of the House is capable of being replaced every two years. As a consequence of this system of cumulative voting, the minority political party is always well represented numerically in the Illinois General Assembly. The 1956 election, which resulted in the election of Republicans to every state administrative office, gave the Republican party a majority in the House of Representatives of only 94 to 83. And-- in 1936, which saw the greatest Democratic power in Illinois, the Democratic majority in the House of Representatives was only 85 to 68 . An authority on constitutional law • and » political science, Rep. Noble W. Lee of the twenty-third representative district, Chicago, attributes Illinois' legislative conservatism to this political balance maintained in our Illinois House of Representatives. It is virtually impossible for the governor to control a legislative body so evenly drawn from both major political parties. Despite frequent critidsins of the enactments of our Illinois general Assembly, it has subscribed to few radical or "wildeyed" measures, as compared to our Federal Congress or the Legislatures of-* moist other States. Much of this, stability may be attributed to the oft criticized cumulative voting- which has kept close party balance in our Illinois House of Representatives. A major difference in our two legislative branches exists with respect to presiding offices. The presiding officer of the state Senate is the Lt. Governor, John William Chapman, a member of the executive department and first successor to the governor's seat. On the other hand, the Illinois House of Representatives elects a presiding officer who is designated as "Speaker", from among its own membership. The Speaker is the virtual "dictator" of the Illinois House of Representative's although Warren Wood of Plainfield, in the 37th Representative District, the present incumbent, possesses none of those characteristics. The most powerful tigure in the state Senate is the president pro tempore, who never presides except when the Lieutenant Governor is absent. Senator Arthur J. Birdwell of River Forest, in the first senatorial district, was recently elected president pro tempore from the majority (Republican) party, and it is he who will be charged with steering through the Senate the program of the present administration. But, even the president pro tempore of the Senate does not possess as much authority as that of the Speaker of the House. For, the Speaker, individually, names his own majority leader and the persqnnel of every House Committee. In th<# Senate, the majority "whip" is elected and a committee on committees decides who is to serve on each of the Senate's thirty standing committees. When we were finished eatingk some of the girls gave out the valentines brought by some of the thoughtful girls. Instead of valentines, two girls brought cooldes or pieces of candy. We had a lot of fun. Afterwards we played games. Our leaders valentine to the troop was a square dance record called "Oh Johnny". We have been wanting that for a long while.
