Carpentier last week presented two reports by independent agencies to the house committee on motor vehicles and traffic regulation, urging retention of Illinois' present centralized system of distributing motor vehicle license plates. One survey included three general conclusions: "1. The present method of distributing motor vehicle license plates in Illinois appears superior to other methods from the three-fold point of view of economy of distribution, control of funds, and reliability of registration records. "2. Distribution of plates through facilities in every county is economically' unsound because of the disproportionately high costs that would prevail in a large number of counties that have relatively small numbers of motor vehicle registrations. "3. Any decentralized operations should be in charge of persons who are directly responsible to the central office in order to maintain effective audit control and reporting." The survey also estimated that a county distribution system would cost an additional $1,121,- 700 a year. The second report said, "Illinois at the present time operates a system that has merit in the fact that control is centralized." "This makes possible the' elimination of costly intermediate operations that contribute nothing to accuracy, efficiency or service to the public," it continued. HERE AND THERE IN BUSINESS J. H.
