EAST OF JOHNSBURG BRIDGE Coll McHENRY 1532-M Commission To Report Findings At Future Date „A representative of the Illinois Commerce Commission was present at the Wonder Lake fire house Thursday morning, May 29, to hear the testimony of the Wooded Shores residents concerning the drastic curtailment of water service in that subdivision. About eighty people appeared to protest the service being given by the Wooded Shores Water Supply company, a public utility since 1953 and owned by Grover Wickline, real estate broker and'developer of the Wooded Shores subdivision. The l a w y e r r e p r e s e n t i n g them ^testified that the supply of water to. the eighty-six homes in the subdivision had frequently been inadequate or turned off completely over a period of two years due to the frequent need of repair of the obsolete pumps. Further, that in the past two months interrupted service had been the rule rather than the exception, during which time a 1 hp. pump had been installed as an emergency measure to replace the broken down pumps. Review Case It was also brought out that there were sixty-four users of the water supply in 1953 when the community brought action which culminated in the establishing of the water supply as a public utility at a rate of three dollars per month to each dwelling, summer or winter. Prior to that time, Wickline had assessed each resident a portion of the cost of each improvement or major repair the system required. Wick line's representa t i v e said that the rate wtfs not sufficient to take care of the repairs. He suggested that another well was needed, located on higher ground to better serve those residents living in the hilly sections. He suggested three possible courses of action (1) a new well be drilled instead of the old pumps repaired if half or more of the users would agree to higher water rates (2) that the subdivision organize a mutual company, to which Wickline would sell at a fair appraised value and (3) that Wickline petition the I.C.C. to suspend operations of the water system since he was operating at a loss. , Protest Rate Talk , It was pointed out that this was not a rate hearing and a discussion of rates was out of order. His attorney was asked if Wickline had applied for an increase in rate. Richardson stated that he had been about to do so when the difficulty with the pumps became acute. The attorney for those protesting replied that the present situation was a state of emergency and that service would have to be re-instated before the question of a rate increase or any other proposal could be considered. Further, that the well was adequate if the pump was operating efficiently and properly, and that an additional well was not necessary to the present customers. The repair man who has been servicing the Wooded Shores Water Supply pumps testified that he would recommend the installation of a new pump and equipment whether or not a new well was drilled, since the recovery in the old well was good. Another service man in the well business seventeen years, also testified he found the old pumps inadequate and obsolete. He further pointed out that the water mains were 1% to 2 inches in diameter, which was a limiting factor in the water supply. Dr. S. L. Ruggero testified to the health hazard of the inadequate water supply over an extended period for the care of babies and their laundry. » The Illinois Commerce Commission will report its stand tc{ the community after due consideration of the testimony, which is expected to take several weeks.
