Jan. 28 Feb 4-11 I960) EMPLOYMENT SERVICE Nearly 10 million workers have been placed by the Illinois Department of Labor's employment service «'r>on " cention 'n 1P99 Two m;"ion of these placemen*"; were nr-^ during Gov Willinm O Sutton's administration. 379.000 of them during 1959. This information is in a year end report to the governor from the Department of Labor Du-i^K 19^9 nearly $137 million was paid out in unemp'oyment benefits. Of " this nmount. $114 million was paid to, unemployed workers under the state unemployment compen^a ti on program, plus $17 million in ! temporary emergency benefits. ; This Business - Forming There has been a lot of conjecture on what farmers are going to do witho their big corn crop this year -- sell it for cash, seal it for cash sale later. let government take over under the Joan program, or' feed it.' At present hog prices, the guaranteed $1.12 a bushel under the blanket price support progtam is said to be^tempting to the farmer. Rut is it a $1.12 by the time the loan expires? Let's take a look. Using 1,000 bushels of corn at 1959 harvest time as an Example with loan expiration set for April, 1960, here are some of the costs the farmer must absorb before the government takes over: (Figures show cost per bushel) Shrinkage, 6.38 cents; rodent and handling Loss. $1.80; extra Labor and Transportation. $3.10; interest before Loan is Secured. $1.50; taxes, $1.50; insurance per $100 valuation, 20 .cents; damage. 30 cents and treating and conditioning. 50 cents: total, $15.28. The $1.12 figure becomes $1.11 because of the 1 cent inspection fee. This price is based on." a moisture range of 17 6 per cent to 18.5 per cent. The costs above are considered average; they will vary to a greater and lesser degree in different parts of the country and under different circumstances. We will use an average premium allowance of 1 cent a bushel foi moisture reduction at take-over time. This brings the storage costs to 14.28 cents a bushel, and no allowance is made here for use of storage facilities. Subtracting this amount from the loan figure of $1.11 gives us 96.72 cents a bushe1 which is the price the farmer would need to" receive if he sold his cor'ii for cash at harvest t^me to equal the same net income of $1.12 per bushel from t"he government if «his eorr were sealed six months. Liquidation at harvest time wnulf* also f>ee his storage facilities for other uses. Of course, under the Ionprogram. the faimer has ih option of paying off the lorn - plus interest - when il expires should the cash price risr -^bove the loan figure.. He still has the storage costs to absorb soJt would have to rise .^hou' 15 cents above the loan to oh tain a break-even price. So. the disparity h~tweer cash and loan price is just oi" factor in making a decision whether to seal or sell. A lot of additional arithmetic is required before the correct decision is made. MANY HEATING SYSTEMS ARE FIRE HAZARDS A roaming furnace fire can put you out in the cold unless your chimney and heating system are in good condition. Of the eight main preventable causes of farm fires listed by the Illinois Rural Safety Council, four involve heating systems.'- Seven out of every ten farm chimneys are faulty, according to a recent survey. In the first place, using kerosene or gasoline to start a fire causes many fires and injuries, says O. L. Hogsett, extension safety specialist at the University of Illinois. The safe way is to use crumpled paper and dry kindling. OnCe the. fire is going, faulty smoke pipes and chimneys can do their share to start fir£s. " Here are some tips on prev e n t i n g f i r e s f r o m t h e s e causes: . Check your chimney, especially in the "attic and at the roof line, for'lopse mortar and bricks, make sure you have a spark-arresting screen on top of the chimney, especially if your roof isn't fireproof. Make sure, the stove or furnace smokepipe leading into the chimney is in good shape and is well supported. If it passes close to wood or other inflammable materials, wrap il with asbestos. Installing an automatic draft control'will keep the wind from drawing fire up the smokepipe. This control will also save fuel and lower smokepipe temperatures.
