The experience of the various participating mulYieipalities is evaluated separately, and the percentage rate charged Jo ah individual municipality is} based on its own experience. The obligations and the accounts receivable of fhe municipalities are administered separately. The retirement system can be described as a personnel tool for three reasons: (1) it provides a means to assure efficiency of the working force over a long period of time. The rate, which is expressed as a percentage of payroll, is determined* each year, and takes into consideration such factors as death, turnover of. personnel, and prior service. The average rate for all municipalities participating in IMRF for 1959 is 9.08 per cent. The normal cost rate (5.17 per cent) is an average rate for all municipalities. The prior service rate provides for the amortization of past service costs over a period of forty years. Irv order to keep the cost of providing disability benefits in line (now 1 per cent of payroll) the fund is conducting a comprehensive examination of its disability rolls, with the view of elimin-s ating any malingering and assuring that benefits are being paid to those who are entitled to them. The administration costs of the Fund are 0.4 per cent of payroll. As Mr. Glasgow well stated in his article, it is the responsibility of the local administrators in the municipalities to see that the plans works well.
