Final nuthorization in either instance -- variation or amendment -- lies with the City Council in the adoption of effectuating' legislation. Planners say the subdivision regulations are an important tool in implementing the comprehensive plan by guiding the future development of the community. Conversely, they believe a lack of comprehensive subdivision regu 1 a t i o n s will lead only to a blighting influence on future growth where none need oe permitted. The subdivision regulations, as proposed, suggest a minimum standard for subdivision development. The maintenance of this minimum standard depends to a great extent on the staff available and the ability of the staff to enforce the subdivision ordinance rigidly. The provisions are comprised of four principal parts. The first three are as follows: 1. General ordinance provisions, such as jurisdiction, penalty, procedures, etc; 2, minimum requirements and general design principles for the lay-out of the subdivision; 3, minimum requirements for the surveying, preliminaiy and final plat preparation and data. The fourth section of the suMivision ordinance, covering the design standards for the installation of the subdivision improvements, may be supplemented from *.ime to time by m o r,e detailed construction specifications as proposed by the city engineer. (Editor's note: It will be remembered that the City Council last week adopted the plan report as a guide in the future development of McHenry. However, the zoning ordinance, subdivision ordinance and appearance section were deleted for further study and later action.) FFA WEEK IS OBSERVED BY LOCAL CHAPTER DETAILS OF NEW ADDRESS SYSTEM ARE UNDERTAKEN (Continued from Page 1) The office asks individuals to use complete addresses which will assist in giving the most prompt and efficient service. It is especially important to use the direction in listing an address. Carriers will furnish patrons with a supply of cards to notify publishers and correspondents of the change. The new numbering system, recently approved by the county board of supervisors, village officials and city officials, is sponsored by the McHenry Chamber of Commerce. When in operation, it promises to offer many advantages in the location of homes within the city and especially in area subdivisions. All routes and box numbers will be eliminated and it will never again "be necessary to change addresses when the post office makes changes in the delivery routes. The post office asks that patrons served by rural routes or mounted 'route have their name and address plainly inscribed on the left side of the box, facing street, or when the boxes are in a group, on the face of ihe box. The western dividing line for the new system is the Lake- McHenry county line, while the out hern dividing line is the Xunda-McHenry township line. COUNCIL CHANGES STREET NAMES FOR POSTAL SYSTEM Musin' & Meanderin' (Continued from Page 1) This week the Future Farmers of America chapter in McHenry joins in a nation-wide observance of National FFA Week. Eugene Rosio, vocational ag riculture instructor in the local high school serves as advisor of the McHenry chapter, which has twenty-one members. Of ficers are Jim Etten, president: Fred Wahl, vice-president; Gary Freund, secretary; Dick Stilling, reporter; Francis Diedrich, treasurer; Larry Bruce, Sentinel. - Membership in FFA is made up of farm boys who are students of vocational agriculture in high school. The organization's activities are designed primarily to help develop rura' leadership and good citizenship and to stimulate the boys to better achievements in their study and work toward successful establishments in farming or other agricultural occupations. The FFA selected the week of Washington's birthday for its national observance because the first president's first love was the farm he called Mount Vernon. There, he was one of the first in the nation to practice contour planting, crop rotation. fertilization and other soil conservation improvement methods. It was more than a century after his death before general use was made of many sound agricultural practices he advocated. In cooperation with the committee working on the postal re-addressing system for the McHenry area, the City Council passed an ordinance Monday night changing several street names. The purpose is to correct duplications in names and make possible the assignment of East-West, North- South numbers as set up in the new system. The changes are as follows: Elgin road will be known as Green street to the southerly point of the corporate limits. Illinois Highway No. 31 south will be Front street to the city limits. Elm street will extend from the Fox River west on Highway No. 120 to Waukegan street. Grove street, in Coo ney Heights, has been changed to Crestwood drive. Park avenue will be known as Kane avenue. The southern entrance to Riverstream addition will be known as Judy Lane. The northern entrance to Goit View will be Shady Lane. It was also decided to negotiate for a parcel of land to connect Elm street and Waukegan street at a point west of the standpipe. Both the Council and the planners feel that this is a necessity in hancling traffic congestion. The Council met again Wednesday night for the purpose of giving further study to the new municipal code. The last code book was printed in 1939 and has had many amendments through the years. plan for an eleven-month school year. She has contacted Senator McClory, who was sufficiently interested in the proposal to ask the Illinois Legislative council to prepare a research report on full year plans, which was just issued. Part of her plan calls for attendance for 180 days, but the long, three-month vacation would be broken into shorter, more frequent holidays. The second half proposes a system of staggered enrollments whereby one-quarter of the student body would be enrolled every four weeks so that as the last quarter began its term the first quarter would be going out on vacation. One of the advantages of the plan, according to Mrs. Liebman, would be increasing the school's capacity by onethird. She also lists many others, but realizes that time, and the ability to create the same enthusiasm in others which she now possesses, are necessary before she can expect any real action on her plan. Crashes Take Lives Of Two (Continued from Page 1) RETAIL MERCHANTS PLAN PROMOTIONS IN MONTHS AHEAD Twenty-five retail merchants who are members of the Chamber of Commerce gathered for a luncheon meeting at the McHenry Country Club on Tuesday noon. A Plaindealer representative was invited to attend and present plans for future promotions by the merchants' association at various times during the months ahead. Members hope to include in this promotion special circulars which will include the fripge trade area. A short discussion took place concerning Fiesta day, with the possibility of a marine show m connection with the event. The young man planned to be married May 20 to Joan Domagalski of Lake Zurich. Surviving are the parents, Mr. and Mrs. George Dorsen; two sisters, Evelyn and Myrna, and the maternal grandmother, Mrs. Katherine Metras, of Pell Lake, .Wis. The Dorsen inquest will be held at 10 a.m. Feb. 27 at the George Justen funeral home, McHenry. The Djupman inquest will be held in Lake county. Cars driven by Mary J. Wanders of Rt. 1, Wonder Lake, and Mike Marzahl of Richmond were involved in an accident at the intersection of Rt. 31 and Ringwood road about 9:15 Tuesday morning. According to state police, the Wanders auto was travelling east on Ringwood road and failed to see the north-bouna Car on the highway. As she attempted to cross Rt. 31, the Marzahl car struck the right side of the Wanders vehicle. There were no injuries. However, Mrs. Wanders was blamed for failure to yield the right-of-way. Minor Accidents Two minor accidents within the city caused only property damage. About 6:15 Thursday evening, Marion L. Eising of Rt. 2, Wonder Lake, was backing from a driveway at 407 W. W a u k e g a n r o a d when s h e struck a passing car driven by Frieda Sack of McCullom Lake. Two days previous, at 8 o'clock in the morning, Lois J. Wegener told McHenry police she stopped on John street, about 50 feet east of the Green street intersection, to discharge a passenger and was struck in the rear by Roy Erickson of Lakemoor. Ronald Glosson was treated for cuts and bruises after he lost control of his car on north Riverside Drive on Feb. 15 and it struck a cement. abutment. 4 Thursday/ February 23, ISfcl CITY THIRD IN TAX COLLECTION FOR ONE MONTH McHenry ranked third in the amount of money collected on November tax liability, representing a tax of one-half percent on retail sales. The city's share amounted to $5,- 642.42 compared to $7,083.82 for Crystal Lake, which was in first place, and $6,647.23 for Woodstock, in second. Other local cities and villages received the following: Lakemoor, $244.36; Sunnyside, $60; Island Lake, $440.16. McHenry county's share was $6,416.67. Receipts from the state's retailers' occupation tax and use tax, grouped according to kinds of business for the same month, amounted to $232,752.60 in McHenry county.
