The district activities committee met this week in Crystal Lake to complete basic planning started earlier. Fortyone of the seventy-eight scouting units in the Kishwaukee district have already made their entries for the show and Scout leaders estimate that more than 2,000 Scouts and 400 leaders will participate in the ten-hour affair. The show will begin at 11 a.m. Saturday, April 22, at the capacious field house of the Crystal Lake Community high school. Each Scout troop, Cub pack and Explorer post will furnish and man an exhibition booth, display some craft or skill developed by Scouting. The Scout's merit badge subjects will be determined by the individual themes. Ticket sales will be handled by the Scouts of each unit and one-half of the receipts will be retained by the troop, pack or post making the sales for then scouting uses. Admission to the giant Scouting display will be a nominal fee. Russell Reimer of Crystal Lake, district activities chairman. heads the planning committee for this ambitious project. The committee members include R. G. Ullrich, McHenry, judging and awards. Advance entries indicate a wide and interesting variety of exhibits ranging from simple camp craft to a full sized airplane. The parents and friends of McHenry and Boone county Scouts are marking April 22 on their calendars as a date to be remembered. The leading cancer killer Is lung cancer. Yet one of the best ways to protect against it is by a simple chest x-ray examination. R a d i ologists, or specialists in the use of x-rays, have found that through x-ray films cancer is sometimes discovered long before a person experiences physical symptoms. And, of course, the sooner it's discovered, the better the chances of recovery. "Tomography" is the name of a comparatively new technique in x-ray examination that will help the radiologist to pin-point and distinguish one disease from another. The x-ray "eye" keeps the area under study sharply in focus while the other structures in the body, above and below, are blurred away. TAX Your Income Tax W-2's The W-2 withholding t^x statement is one of the most important documents of a federal income tax return, District Director Harold R. All of the Internal Revenue Service said today. "Since most taxpayers were subject to withholding during 1960, attachment of Form W-2 is obviously required to complete the return," Mr. All said. In a joint return,. where both husband and wife worked, the W-2's for cach must be attached, he said. When either or both parties to a return held more than one job during 1960, all W-2's must be attached, he added. "Refundr cannot be paid without required W-2 s, credit cannot be given for taxes withheld, and failure to include the statement will mean return of the incomplete form to the taxpayer, with the possibility of consequent late filing and interest or other charges being added," Mr. All said. The Taxpayers' Federation of Illinois today* cited federal statistics revealing that Illinois, with a 1960 population of 10.081,158, an increase of 15.7 per cont over its 1950 population (8,712,176), ranks fourth when compared vvith the other states. Only New York with a population of 16.782,304, California with 15,717,204, and Pennsylvania with 11,319,366, exceed Illinois in the population rank. In another field, that of per capita income, Illinois also iranks high. With a per capita income of $2,610 for fiscal 1959, Illinois ranks seventh when compared with the District of Columbia and the other fortynine states. Those which precede in per capita income ranking are: (1) Delaware, $2,946; (2) District of Columbia, $2,- 943: (3) Connecticut, $2,817: (4) Nevada, $2,745; (5) New York, $2,736; and (6) California, $2,661. Federal taxes have their burden, and in this regard Illinois was again close to the top of the ladder. Based on an $84 billion federal budget, the estimated Tederal tax burden for fiscal 1961 is $595 per capita in Illinois, or a ranking oi eighth. Topping the list is Delaware, with $1,110 per person. Next on the totem pole are: Connecticut. $765; New York, $691; District of Columbia, $680; New Jersey, $606; Nevada, $600; and California, $596. With more and more p e o p l e looking to Washington for federal handouts, as they feel that this method of distributing tax dollars is free and painless, sonic figures are revealing. In the federal grants to states urogram for fiscal 1959, Illinois received $167.9 million. With the Christmas season so recently passed, this would lead one to believe that "Santa Claus" was very generous. But the federal government has no money of its own (only what it collects from the taxpayers in the form of income taxes, etc.) and the established portion of what it collected from Illinois for such federal grants amounted to $267.9 million. This means that for each dol lar received in these aid programs, Illinois paid $1.60. There'are sixteen other states in a similar position, namely, Delaware, New Jersey, Connecticut, New York, Ohio, Ind i n a , M a j ^ l ^ g d , M i c h i g a n , Pennsylvania, Wisconsin, Massachusetts, New Hampshire. California. Florid^, Virginia and Rhode Island. In the state and local taxation field for fiscal 1959, Illinois fared much better than many of her sister statics, ranking twenty-eighth, with a per capita amount of $175.98, when state and local taxes were combined. The 72nd Illinois General Assembly was off and running last week with committee assignments being made, a fleck of new bills being tossed iritd the hopper, and the first bill getting the signature of tfie governor, the Taxpayers' Federation of Illinois said today. Senate leaders announced Republican members of 0 tfie various committees while the House leaders released ful| membership of their committees. Democratic members pt the Senate committees will be forthcoming.- The first Bill to receive the approving stroke of Gov. Kerner's pen is Senate Bill 1. This bill applies to the larger township organization counties of the state and increases the population basis for the election of additional supervisors. Its effect in such counties will be to cut down on the size or the county boards to keep them from becoming unwieldy. To date, 126 bills , have been introduced in the House and forty-eight bills in the Senate, dealing with a variety of legislative topics in addition to the taxing field. House Bills 68 and 75 provide for commissions to study and reccmmend revisions in the revenue article of the state Constitution. In a d d i t i o h, House Joint Resolution 5 provides for the creation of a joint legislative commission to prepare a draft of an amendment to the revenue article and to report back to this Gen-* eral Assembly not later than June 15, 1961. :• House Bills 83 and 84 amend the Use Tax and "Sales" Ta* Acts to eliminate a 2 per cent discount allowed to retailers for expenses incurred in collecting such taxes and preparing and filing returns. This is a deserving discount allowed to retailers and was Inserted into the law by the General Assembly in 1959. House Bill 91 amends the Cities and Villages Act to prohioit the use of police officers in municipalities of more than 10,000 but less than 500,000 population from doing fire fighting except in emergencies. The Statue of Freedom, oft top of our National Capitol dome, was sculptured by Thomas Crawford, an American, cost $8,000 and was swung into place in 1863.
